|---|---|---|
| Lower Kage Level — before awakening the Mangekyō | 41 | Haruma retrospectively assesses Fugaku’s strength before his Mangekyō awakening as lower Kage Level. |
| Mangekyō Sharingan; short-term middle Kage Level combat capability | 7 41 | Already possesses the Mangekyō when he displays it before the clan. Its abilities multiply genjutsu effects and ninjutsu power two to three times, allowing him to contend with middle Kage Level opponents briefly. Heavy chakra and ocular-power consumption prevent sustained use. |
| Eternal Mangekyō Sharingan | 133 145 | Evolves his eyes using the compatible Mangekyō pair supplied by Haruma. The replacement eyes have the same abilities as his own and greater compatibility than those of blood relatives, accelerating fusion. His vision, dōjutsu power, and chakra improve substantially; no precise new combat tier is stated. |
Background / History
Leadership Before Haruma’s Intervention
Fugaku initially hoped to restore the Uchiha Clan’s former standing through integration into Konoha. He retained command of the Military Police Force as a foundation for entering the village’s upper leadership, but policing instead deepened civilian resentment toward the clan. Meanwhile, he was exhausted by concessions to Konoha’s leadership and disputes between the clan’s hawks and doves 2 3.
He tolerated the Hawk Faction’s preparations as insurance against an attack by Konoha High Command, rather than trusting the village to leave the Uchiha unharmed. Setsuna interpreted this lack of interference as approval of the faction’s militant aims 8.
Becoming Haruma’s Public Representative
Haruma confronts Fugaku with a demand that he step down and shows him an illusion of the Uchiha massacre. Initially furious, Fugaku takes the warning seriously after seeing Haruma’s Mangekyō and recognizing how the depicted disaster fits the clan’s worsening circumstances 1 2.
Fugaku ultimately agrees to remain clan head publicly while following Haruma’s plans behind the scenes. He recognizes that the arrangement effectively makes him a puppet, but accepts it as a means of saving the clan 3.
His early responsibilities include restraining the Hawk Faction, supplying Haruma with twenty-four million in clan funds, and providing stored Sharingan. Learning that Shisui survived his apparent death further strengthens his confidence in Haruma’s claimed foresight. Fugaku then arranges for Mikoto to help treat Shisui 8 9 10 11.
Restructuring the Clan and Exposing Konoha’s Secrets
Under Haruma’s direction, Fugaku raises money by selling Police Force posts to other clans and requiring Uchiha members to undertake at least one compulsory mission each month, with an emphasis on high-paying work. The personnel changes also reduce the Uchiha’s direct involvement in village policing 23 27.
He participates personally in kidnappings intended to expose Orochimaru’s underground experimentation. His Mangekyō genjutsu prevents witnesses from responding, while Shisui impersonates him in the compound to establish an alibi. Fugaku abducts Sarutobi Tomoki and later leaves a clue intended to draw investigators to the laboratory 29.
Fugaku also helps prepare the operation against Setsuna’s Hawk Faction. Although disturbed by Haruma and Itachi’s willingness to slaughter their own clansmen, he cooperates. After Itachi kills Setsuna, Fugaku stages a furious confrontation with his son, delivering a powerful kick and a Fire Dragon Bullet before Sarutobi intervenes 34 35 37.
Danzo’s Pursuit and Death
Fugaku leaves Konoha to shadow Danzo and his Root companions, using a marked golden kunai to help track them. Haruma adds fundraising to the assignment, ordering him to rob corrupt merchants while leaving them alive to spread Madara Uchiha’s name 48 50 51.
He later joins Shisui and Itachi in fighting Danzo. Despite Fugaku’s superior raw power, Danzo’s repeated use of Izanagi enables a final ambush with the Reverse Four Symbols Seal. Haruma severs Danzo’s hand and pulls Fugaku clear before the sealing technique can engulf him 56 57.
Leaving Konoha
When the confrontation with Konoha’s leadership escalates, Fugaku assembles the clan and announces that they will leave for Kirigakure, where an agreement allows them to retain their standing as a prestigious clan 83 84.
During the evacuation, he stalls dozens of Anbu at Naka Shrine by claiming that the clansmen are inside paying their respects. Shisui meanwhile escorts the clan through a hidden passage out of Konoha 86.
Managing Sunagakure
Fugaku accompanies Haruma during Gaara’s abduction and places the emerging Shukaku under a temporary illusion. He recognizes that Haruma intends to separate Rasa from the pursuing Sunagakure forces 89.
Haruma subsequently leaves Fugaku in Sunagakure disguised as the Fourth Kazekage, assigning him responsibility for managing the village. Fugaku is credited as an intelligence source when Sunagakure and Kirigakure publicly expose Obito’s identity and Kamui 91 92.
After three and a half years, Fugaku finally relinquishes the role to Orochimaru as Haruma’s repayment for surgery. Anticipating Orochimaru and Kabuto’s ambush, he sends a clone to their meeting, then hands over the Kazekage hat, clothing, and information on the office’s Anbu guards before leaving 96.
Later Operations and Family Reunion
During the later Konoha invasion, Fugaku uses a sophisticated Shadow Clone to maintain his visible presence while preparing to move his real body. He infiltrates the Hokage Building, where a scarlet gleam in the Hokage Advisors’ eyes suggests that he has placed them under genjutsu 131.
Haruma later gives Fugaku and Shisui two pairs of Mangekyō Sharingan. Both evolve their eyes into Eternal Mangekyō, and Fugaku subsequently engages Yagura in a prolonged contest at Rich Man Bridge. Shisui also asks him for special training 133 145 161 166.
Fugaku and Shisui later participate in an operation involving Madara’s remains that draws Black Zetsu into Haruma’s trap at the Uzumaki ruins. Haruma sends them back to Kirigakure after questioning Fugaku about the remains 181 185.
When Itachi and Sasuke reunite, Fugaku confirms that Mikoto has finally told Sasuke the truth about the family’s earlier actions. He is left speechless when she attributes the Hawk Faction purge to him and Sasuke demands to know why the secrecy continued after their move to Kirigakure 207.
Appearance
- Eyes: Naturally black; turn scarlet when his Sharingan activates 1.
- Facial features: Described as having a broad face 57.
- Covert clothing: Uses black clothing and robes when concealing his movements to visit Haruma and Shisui 10 20.
Personality
Fugaku treats leadership as a responsibility he cannot casually abandon. Although tired of the position, he refuses to hand over the clan’s future without first judging a successor’s strength and conduct. His eventual submission to Haruma’s direction reflects his willingness to sacrifice personal authority for the clan’s survival 2 3.
His reserved public manner contrasts with his frequent private irritation. Haruma’s insults, evasive explanations, and money-making demands repeatedly provoke him, particularly when he is ordered to commit robberies beneath the dignity of a prestigious clan head 26 41 50 51.
Fugaku is politically perceptive. He quickly understands that Haruma intends to strengthen the conflict between Danzo and Sarutobi, and later explains how the experimentation scandal could turn other clans’ suspicions into a lasting threat to Konoha’s unity 18 19 33.
His concern for family and clansmen often emerges through restrained gestures. He reassures Mikoto while discussing their possible deaths, arranges Shisui’s treatment, and offers Haruma medical help when he mistakenly believes the boy’s eyesight is deteriorating. Nevertheless, he can suppress personal affection when he believes secrecy is necessary to protect the clan 8 11 20 21.
Abilities & Skills
Mangekyō Sharingan: Illusion and Reality
Fugaku’s paired abilities amplify his existing techniques rather than producing a separate offensive phenomenon 41.
- Illusion: Increases the effects of genjutsu two to three times 41.
- Reality: Increases ninjutsu power two to three times 41.
- Limitation: Rapid chakra and ocular-power expenditure restricts how long he can fight at the amplified level 41.
- Eternal Mangekyō: Later evolution substantially improves his vision, dōjutsu power, and chakra 145.
Genjutsu
Fugaku’s genjutsu mastery initially exceeds Haruma’s. He uses it for battlefield restraint, covert operations, and keeping uninformed helpers from learning sensitive information 29 41 89.
- Prevents nearby ninja from reacting to a public abduction 29.
- Uses genjutsu while directing three clan members to move stolen scrolls without learning the operation’s secrets 41.
- Traps Shukaku in an illusion expected to last approximately five minutes 89.
- Is assigned to help bring Sunagakure’s senior officials under control 91.
Fire Release
His Fire Release becomes especially destructive when strengthened by Reality 56.
- Fire Dragon Bullet: Produces an enormous fireball during his staged attack on Itachi 37.
- Nine Dragon Sealing Rotation: An A-rank technique amplified to power comparable to a forbidden technique. Its nine fire dragons overwhelm Danzo’s wind-enhanced shuriken 56.
Clones, Movement, and Communication
- Body Flicker Technique: Closes the distance to Itachi almost instantly during their staged confrontation 37.
- Shadow Clone Technique: Creates a clone sophisticated enough that Hiashi must inspect it repeatedly with the Byakugan to identify it. The clone carries at least half the original’s chakra 131.
- Clone decoys: Avoids Orochimaru and Kabuto’s coordinated assassination attempt by sending a clone in his place 96.
- Magic Lantern Body Technique: Participates in remote meetings through a projected spirit body 50 91.
- Sensory limitation: Is explicitly not skilled in sensory ninjutsu and relies on Haruma’s warnings and marked tools while tracking Danzo 48 50.
Izanagi
- Knows the Uchiha forbidden technique and considers it a possible means of surviving Danzo’s final attack 57.
- Rejects its permanent loss of a Mangekyō Sharingan as an unacceptable price; he is rescued before needing to use it 57.
Equipment / Weapons / Items
- Golden marked shuriken — Given by Haruma as a Flying Thunder God destination for his meeting with Itachi; Fugaku does not perform the teleportation himself 26 27.
- Golden kunai — Used as a tracking aid while following Danzo’s group 48 50.
- Compatible Mangekyō Sharingan pair — Haruma’s gift, later used to attain the Eternal Mangekyō 133 145.
- Fourth Kazekage’s clothing and hat — Supports his impersonation of Rasa; eventually transferred to Orochimaru with the office’s security information 92 96.
Relationships
- Haruma Uchiha — Secret strategist and de facto superior. Fugaku resents his treatment but increasingly trusts his ability to protect the clan 3 26 62.
- Mikoto Uchiha — Wife and trusted confidante. He brings her into the secret surrounding Shisui and relies on her discretion and medical skills 11 20 21.
- Itachi Uchiha — Eldest son. Itachi’s service as the Hokage’s informant strains their relationship; Fugaku initially fears that revealing Haruma’s identity to him would endanger the plan 20 22 27.
- Sasuke Uchiha — Youngest son. Fugaku’s prolonged absence in Sunagakure leads Sasuke to suspect that he has died, despite Mikoto’s assurances 95.
- Shisui Uchiha — Valued clansman and operational partner. Fugaku helps arrange his recovery, later shares the Eternal Mangekyō advancement with him, and receives his request for special training 11 145 166.
- Hiruzen Sarutobi — Political adversary. Fugaku comes to regard his tolerance of Danzo’s actions as evidence that the Third Hokage cannot be trusted to protect the Uchiha 21 33.
- Danzo — Enemy whose persecution of the Uchiha deepens Fugaku’s distrust of Konoha. Fugaku tracks and fights him, nearly falling victim to his final sealing attack 10 48 57.
- Orochimaru — Recipient of Fugaku’s Sunagakure handover. Fugaku evades his ambush before delivering the Kazekage position on Haruma’s behalf 96.
- Yagura — Later combat partner whose repeated demands occupy Fugaku after his return home 161 166.
