Konoha extended invitations to all ninja villages, large and small, throughout the Shinobi World. The invitations contained two parts: one was to celebrate Tsunade's inauguration as the Fifth Hokage Tsunade, and the other was to hold the Chunin Ninja Exams again.
The inauguration ceremony invites all village leaders and daimyo from various countries, while the Chunin Ninja Exams invite neighboring countries.
