Background and History

Founding in Beihai

The sect began with one of Jiang Si’s cultivation-inspired ideas. Bingtang turned that idea into a functioning organization, studying her family’s business operations and adapting its organizational structures. She was thirteen when she began developing Azure Cloud beneath the Bureau’s notice 47 200.

Its early resources were limited. Bingtang initially paid the disciples from her own money, while Jiang Si and the disciples hunted Calamity Beasts to sustain operations. Once Jiang Si reached New Sprout, the sect began acting more openly; legitimate businesses and successful recruitment allowed it to grow without relying solely on military strength 25 32 200.

Campaigns Against the Witch Association

The Witch Association initially offered cooperation, following its usual practice of approaching independent magical-girl groups before infiltrating and corrupting them. Jiang Si’s destruction of its first branch instead established a relationship of uncompromising hostility 59.

Azure Cloud’s alarm-and-reinforcement tactics made retaliation difficult. In less than half a year, most Witch Association members active in Beihai had been eliminated. Disciples who had once hesitated to kill gradually became willing to use lethal force against Association members 59.

The conflict spread beyond Beihai. In Jiangming, Azure Cloud and the Holy Church jointly destroyed Chilian’s organization in just over three hours. Campaigns throughout East China subsequently reduced Calamity Beast appearances, freeing Bureau Full Blossom magical girls to support the Anyang operation 93 153.

Official Cooperation and Expansion

Although the Bureau initially treated Azure Cloud as an illegal rival, their relationship developed into formal cooperation. Official documents instructed other Bureau branches to support sect operations, and Azure Cloud sent inner disciples to teach Bureau magical girls through exchanges 193 199 203.

Expansion proceeded toward South China, West China, and North China simultaneously. Regional Bureaus were notified not to resist and, in some cases, to assist. By the deployment of the Immortal-Slaying Sword Formation, disciples across East China, South China, North China, and part of West China could participate in a single linked formation 207 296.

The sect later attacked the Land of Mirrors after Shion opened the way, overwhelming its defenses. By a subsequent worldwide crisis, Azure Cloud had also gained control over the central Bureau, though its administrative reach remained incomplete in remote and overseas regions 326 332.

Dissolution

Shion eventually told Bingtang that Azure Cloud no longer benefited her advancement and had become an obstacle. Bingtang accepted the decision, explaining that the sect had always existed to gather resources and make its master stronger 415 416.

In a worldwide broadcast, Shion formally dissolved the sect and announced her intention to sacrifice magical girls to attain the Sacrificial Dao. She declared that the Seven True Disciples would be purged first as their “final examination” 416.

The announcement did not immediately dissolve the disciples’ loyalties. Members embedded in Bureau headquarters continued monitoring events and preventing unauthorized action, even after their organization had officially ceased to exist 417.

Keke’s Azure Cloud Sect

In the later events centered on Keke, she establishes Azure Cloud, teaches its disciples, and writes cultivation stories while struggling to explain concepts she herself only partly understands. She proposes mercenary work and Magic Crystal sales as sources of funding 440.

Keke also develops a Bigu Pill from compressed biscuits, introduces a Heavenly Tribulation system with the Bureau, and subdues Yarrow before allowing her to establish an Azure Cloud Harry Potter Branch. She subsequently becomes Magical Girl Emperor Liuli 440.
