Arc 4The Governor and the Dragon King
Fang Weiyan took control of Jiangling Commandery, exposed corruption, and began rebuilding Pingshui City while preparing to make the territory prosperous enough to become a Human Sovereign. After saving the Dragon King's son and arranging a trade for spirit-medicine rootlets, he returned to face the urgent problem of housing residents whose homes had been damaged by rain.
- Emperor Kaide appointed Fang Weiyan governor of Jiangling Commandery, gave him authority to deal with obstructive officials, and entrusted him with a protective rootlet.
- Fang Weiyan arrived in Pingjiang City, disarmed the local bailiffs, imprisoned corrupt officials, gathered testimony, and ordered Squire Lin and his accomplices executed and their estates confiscated.
- Fang Weiyan established a paid work-relief program, recruited workers, distributed grain wages, and organized repairs to Pingshui City's streets, walls, drainage, and homes.
- The Dragon King's son entered his Human Tribulation and was caught and wounded by men plotting to provoke the Dragon King, but Fang Weiyan used the rootlet to save him.
- The Dragon King thanked Fang Weiyan and denied sinking boats, while Fang Weiyan learned how a ruler could become a Human Sovereign and resolved to strengthen Jiangling Commandery through better governance.
- Fang Weiyan expanded relief and development plans, discovered Divine Farmer Valley, and traded fertilizer for spirit-medicine rootlets and medicinal liquid through Tao Lingluo and Uncle Bai.
- Fang Weiyan met Su Qingyun to arrange testing and development of medicines from the rootlets, then returned to Pingshui City after heavy rain left residents sick and without adequate shelter.
- Fang Weiyan ordered Tao Lingluo to prepare rootlet medicine for the sick residents and learned that the city lacked enough habitable houses, leaving him to confront the housing shortage.
