She refuses involuntary human experimentation, worries over the risks of Fusion Warrior surgery, and becomes deeply attached to the artificial intelligences she creates 32 45 102. Her emotional nature limits her willingness to discard lives for results, even when confronting ethically difficult projects such as cloning 79 80.

She also has a mischievous, intrusive side. Background / History

Velvie first operates in Twilight Street as a magician who targets criminal gangs for money and valuables. She justifies the thefts as taking ill-gotten wealth from murderers and funding inventions that could benefit the world, though Airi and Chang Yuan force her to admit that she also wants research money for herself 15. After the pair protects her from the gang’s pursuit, they later take refuge in her temporary base, where she introduces them to her inventions and reveals she has detected an unknown corrosive energy in the air 17.

Chang Yuan explains the nature of Honkai, Herrschers, and the Cocoon of Finality to Velvie. Although his account initially seems implausible, she chooses to trust him and begins researching his suggestions, including Honkai-resistant serum, nanobot-based materials, Herrscher-core weapons, and methods of converting Honkai Energy 18 19.

Following the death of the Herrscher of Void, Velvie extracts its core and agrees to forge it into a bow-type Divine Key rather than install it in her planned locomotive. Her work becomes central to Flame-Chasing Moth’s preparations, particularly after she and Mebius gain access to the former councilors’ industries and research resources 27 38.
