The Magical Congress of the United States of America
Professor Babbling is gone.
This was something that had been planned long ago.
William secretly came to United States, but he couldn't disappear from the public eye for long, so Babbling took his place to return to the United Kingdom.
No one else would do, because it's wartime and William occasionally needs to carry out missions.
Once Babbling becomes herself, her abilities are more than enough to handle any unexpected situation.
Best of all, it's summer vacation now, so Babbling can't go around flirting with female classmates and ruin William's reputation.
William has come to his senses.
Targaryen is a jerk, so be it. This is just an alt account, I can play it however I want.
As long as the William can't get into any trouble, everything will be fine.
What's that saying again...? Targaryen is a jerk, what does that have to do with me Stark!
When Babbling left, she used the Vanishing Cabinet that William had brought from the United Kingdom.
Since using it at Durmstrang, William has also tasted the benefits.
Why not use something so convenient?
It's like having the option to make an international phone call but insisting on sending a letter—how long would that take?
William also bought several pairs of Vanishing Cabinet as strategic reserves.
This thing is like Invisibility Cloak; it's precious, but it's not Deathly Hallows or some rare magical item.
The price may be higher, but if you have the money, you can still buy it.
With the Vanishing Cabinet, William could return to the United Kingdom at any time to fight on two fronts.
After Babbling left, William and Hermione, having nothing to do, strolled around the Ilvermorny campus.
This was the first time the two had such leisure time since the start of the war.

Compared to war-torn United Kingdom, this place is a haven of peace.
However, peace won't last long. After all, is Tom still Tom if he doesn't cause trouble?
William and Hermione strolled around for a bit before heading back to rest and do what couples like to do.
They're going to see Tom tomorrow, so they need to go to bed early!
The address Babbling gave us is far from here.
In New York... Woolworth Building.
Woolworth Building.
Located on Broadway Avenue in New York, it has a long history and is extremely famous.
This fame extends beyond Muggle to include wizards as well.
The reason is simple: the Magical Congress of the United States of America is located here.
But few people know that the Magical Congress of the United States of America has relocated at least five times since its inception.
In the early years, the location of the meetings was not fixed, which effectively avoided the attention of Muggle.
But this is too inconvenient; if a wizard wants to find a "relevant department," he has to inquire everywhere about where it has been moved to.
The supposedly powerful organization of the Wizarding World is behaving like an underground organization.
The Magical Congress also felt this was inappropriate and began looking for a new location to establish a permanent headquarters.
There are two requirements:
Safety,
Stay away from Muggle.
After much deliberation, they finally chose to build a large magical structure deep in the Appalachia mountains.
The headquarters is indeed far from Muggle, but it's also far from wizards!
It's still deep in the mountains, making it inconvenient to even go out.
Many officials are unwilling to work in such a godforsaken place.
Thus, the first group of "civil engineers" in history to run away with their buckets were born.
The Magical Congress also found it inconvenient and had to relocate again.
Many people tend to go from one extreme to another when doing things.
The Magical Congress of the United States of America is an example of this.
This time, they changed their strategy; instead of going to remote mountains and forests, they went to the place with the most Muggle.
After all, the most dangerous place is the safest place.
So where is the most dangerous place?
Washington, D.C.., of course.
So, the Magical Congress moved to the very place next to the White House, which was quite absurd.
Wizards are safe now, but Muggle are starting to feel unsafe.
Not only were there constant magical leaks in the vicinity, but the most outrageous incident involved Bigfoot Rebellion.
Finally, the Muggle army was brought in, and they almost clashed with the wizards.
Following this, the headquarters underwent its fifth relocation in history, moving to the bustling metropolis of New York.
As for why Woolworth was chosen, it was because it was the tallest building in the world at the time!
At that moment, two young wizards suddenly appeared on the bustling Broadway Street, but no one noticed them.
William and Hermione walked along the avenue toward the towering skyscraper.
At the entrance to Woolworth Building, there were guards, one of whom wore a cloak-like uniform and looked out of place among the Muggle.
William approached him and explained his purpose:
"We're going to the Department of Major Crimes Investigation."
The wizard guard sized up the young man before letting the two of them in.
William and Hermione stepped through the revolving doors and into the building.
But what came into view was not Woolworth Hall, but... the Great Hall of the Magical Congress of the United States of America.
William looked up.
This is a magnificent and spacious area, with an arched roof that is about 100 meters high.
The ceiling is made of crystal, with extravagant lighting fixtures that project vivid light across the pearlescent polished lacquer on the interior walls.
The most striking feature is its vast wealth.
In the very center of the hall, there is a huge rotating disc high up, with many gears and a dial, on which are engraved text:
Magical Exposure Threat Level.
The pointer on the dial points to "slight".
This is the same kind of magic as William's Safety Watch, the Weasley family's pendulum...
But this one is even more impressive... after all, it's a spectacle.
Behind the spinning wheel hung a huge portrait of a distinguished witch:
Stick Wilkinson
The current president of the Magic Association.
Just by looking at the name "Wilkinson," you can tell that this female minister comes from an extremely prominent family.
Unlike the Pure-blood families in the United Kingdom, the United States doesn't care about this.
Their important ruling class consisted of the descendants of the wizards who originally established Parliament.
For example, the first twelve Auror recruited by the Magical Congress of the United States of America.
Of these twelve families, most were either wealthy or noble, except for a few whose descendants had all died out.
He even held an important position in the Magical Congress.
It has a bit of the flavor of the Sacred Twenty-Eight.
Like Stick Wilkinson, whose ancestor, Charity Wilkinson, was one of the twelve Auror.
Later, Charity also became the third Speaker of Congress.
Owls circled and hovered in the hall, while many wizards busied themselves with their work.
William didn't go to the front desk to find a receptionist, because, according to the Targaryen's habits, he had been here many times before.
Hermione looked on with curiosity at the hall where several wizards were lined up, waiting for a House-elf to check their wands.
This is impossible in the United Kingdom; such official duties cannot be entrusted to House-elf.
They were, after all, just slaves.
But it's quite common in the United States.
Because the Magical Congress of the United States of America abolished House-elf slavery as early as 1973.
As a result of this event, some wizards in the United Kingdom also filed appeals against the slavery of House-elf in order to prevent the enslavement of House-elf in the United Kingdom.
But the appeal failed.
At the time, the First Wizarding War was taking place, and the United Kingdom Ministry of Magic, in its efforts to secure Pure-blood families, rejected the bill.
This continues to this day.
After William and Hermione finished checking the wand, they walked to the elevator.
The elevator doors suddenly opened, revealing a Goblin waiter named Red inside.
"Hey, Professor Targaryen," Red greeted with a bow; he clearly recognized William.
William nodded and said, "We're going to the Department of Major Crimes Investigation..."
"Looking for Miss Picquery?" Red grinned mischievously.
He poked the elevator button above his head with a long stick with claws.
The elevator began to descend.
