History

Konoha was founded with the Uchiha and Senju as its foundation; other ninja clans and civilians joined afterward. Hashirama Senju became First Hokage after defeating Uchiha Madara in a vote, while the Senju later abandoned their clan identity in an attempt to give other village residents greater opportunity. 96

Under Hiruzen Sarutobi, the village’s power increasingly concentrated around the Sarutobi Clan and its allied factions. The Uchiha were assigned exclusive responsibility for the Guard Division, forcing them to enforce unpopular village rules and making them the public target of resentment rather than the leadership that created those rules. 29

By the time Uchiha Setsuna attended the Ninja Academy, anti-@@REF_ENTITY_7120098@@ sentiment was widespread. Outside their compound, villagers treated the Uchiha as criminals despite their status as one of Konoha’s founding clans. 4

Uchiha–High Command Conflict

Hiruzen’s faction came to view the Uchiha’s concealed strength and growing influence as a direct threat. Hiruzen, Utatane Koharu, Mitokado Homura, the Sarutobi Clan, Anbu, and Root prepared an operation intended to destroy the Uchiha, with Koharu positioned to bear public blame afterward. 158 161

The plan failed when Fugaku revealed his Mangekyo Sharingan and Susanoo, while Setsuna intervened as an unidentified Kage-level Uchiha. The Uchiha faction exposed the high command’s actions, drew support from other clans, and turned the confrontation into an open civil war. 161 164 190

Hiruzen’s faction collapsed after Mitokado Homura, Root, the Hyuga, and the Aburame aligned against it. Hiruzen escaped with part of the Sarutobi Clan, while the remaining Sarutobi forces and other defeated factions surrendered or were arrested. 191 201 203

Fugaku’s Administration

Following the civil war, Fugaku Uchiha was unanimously asked by the Uchiha, Hyuga, Aburame, Root, and Mitokado factions to become the Fifth Hokage. He accepted and declared the beginning of a new era for Konoha. 204

Fugaku replaced the previous centralized arrangement with an Elder Council and six administrative bodies. The village’s former all-@@REF_ENTITY_7120098@@ Guard Division was reformed to include members of other clans. 206 207

Society

Uchiha Marginalization

The Uchiha compound has its own small market, but its limited stock forces residents to shop in the wider village. Uchiha Setsuna experiences hostile stares immediately upon leaving the compound. 4

The Guard Division’s role worsened the clan’s standing with civilians. Villagers blamed Uchiha officers even after those officers resolved disputes, while the high command avoided responsibility for the unpopular regulations being enforced. 29

Criminal Classification

After the civil war, Konoha introduced the designation of “criminal.” Criminals are compelled to work using physical labor rather than ninja abilities. 207

Fugaku also allowed criminals to seek atonement through military service against Kumogakure; sufficient wartime contributions could offset their prior offenses. 216

Konoha’s postwar defenses draw on the specialized strengths of its clans:

Kumogakure War

After his exile, Hiruzen Sarutobi allied with Kumogakure and supplied intelligence on Konoha’s defenses, routes, and arrangements within the Land of Fire. This enabled Kumogakure to rapidly penetrate multiple strongholds and gain an early advantage. 213 216 219

Fugaku convened Konoha’s high command and mobilized Anbu, Root, clan forces, and criminals seeking redemption. Hiashi Hyuga volunteered to lead the counteroffensive, motivated in part by Kumogakure’s past actions against the Hyuga Clan. 216

Konoha’s preparations in the Land of Fire were repeatedly bypassed because Kumogakure possessed Hiruzen’s intelligence. The resulting losses forced Konoha’s army into retreat until Jiraiya’s intervention stabilized the situation. 218 221 227
