Background / History
Hiruzen and Shimura Danzo were childhood companions, fellow disciples of Tobirama Senju, and battlefield comrades. After Tobirama remained behind to cover their retreat and died fighting Kumogakure’s Kinkaku and Ginkaku, Hiruzen succeeded him as Hokage. Danzo’s desire for that office created a lasting rift, after which Danzo founded Root and acted as Konoha’s shadow while continuing to cooperate with Hiruzen. 118
As Hokage, Hiruzen cultivated strong ties between the Sarutobi Clan and Ino-Shika-Cho, while Danzo handled many tasks Hiruzen could not openly authorize. He was acutely wary of the Uchiha Clan, viewing their Sharingan and repeated emergence of prodigies as a threat; he openly praised Uchiha Itachi for his loyalty while lamenting that the rest of the clan was not “like” him. 39 54 118
Hiruzen initially avoided acting openly against the Uchiha without evidence, fearing political backlash, retaliation against the Sarutobi Clan, and damage to his reputation. Danzo’s disappearance, the Uchiha’s concealed strength, and Jiraiya’s inability to decisively suppress them gradually pushed him toward direct action. 118 130 156
Personality
Hiruzen is politically calculating and highly conscious of legitimacy. When Danzo vanished, he publicly promised an investigation but refused to move against the Uchiha based only on suspicion, recognizing that an unsupported attack would alienate Konoha’s other clans. 118
His caution becomes desperation once he believes the Uchiha’s power is outgrowing his ability to contain them. He frames a preemptive strike as necessary for Konoha’s security, but also seeks to preserve his own office, shield himself from blame, and secure the Sarutobi Clan’s position. 158 191 205
Hiruzen is capable of ruthless sacrifice. He arranged for Utatane Koharu and Mitokado Homura to bear responsibility for an anti-@@REF_ENTITY_7120098@@ operation, personally executed Koharu after the plan was exposed, and later ordered the fleeing Utatane Clan attacked rather than compensate them. 158 166 176
Abilities & Skills
Kage-Level Ninjutsu
Hiruzen remains a Kage-level combatant despite his age. In one of Uchiha Setsuna’s life simulations, he defeated the Elite Jonin-level Setsuna during the latter’s attempt to steal the Scroll of Seals. 55
- His presence is considered a decisive escalation during Konoha security incidents. 55
- He can coordinate Anbu operations and directly order village-wide responses. 36 134
- His exact elemental techniques are not detailed in the provided material.
Telescope Technique
Hiruzen uses the Telescope Technique through a crystal ball to surveil locations in Konoha, including the Ninja Academy and Kakashi’s activities. 39 107
- Monitored Ninja Academy students, particularly members of allied clans, Naruto, and Sasuke. 39
- Confirmed that Kakashi was investigating the circumstances surrounding Konoha White Fang’s death. 107
Reverse Summoning Technique
Hiruzen prepared an escape route through the Enma Clan, the Sarutobi Clan’s contracted summoning beasts. When his faction collapsed, he used Reverse Summoning to evacuate himself and part of the clan. 201
- Explosive tags were used to create a defensive barrier while the technique was prepared. 201
- He abandoned Sarutobi members who failed to reach the summoning formation in time. 201 203
Political Manipulation
Hiruzen governs through alliances, institutional control, secrecy, and the delegation of politically damaging work.
- Used Danzo and Root as instruments for unsavory tasks while maintaining an acceptable public image. 118
- Asked Jiraiya to publicly handle the denial of Naruto’s parentage, effectively making him bear the immediate personal fallout. 134
- Planned to use Koharu and Homura as scapegoats for action against the Uchiha. 158
- Intended to preserve surviving Uchiha as brainwashed assets before Koharu urged total extermination. 158
Relationships
- Shimura Danzo — Childhood companion, fellow disciple of Tobirama Senju, longtime political partner, and founder of Root. Their relationship deteriorated after Hiruzen became Hokage, but they continued cooperating until Danzo’s disappearance. 118
- Tobirama Senju — Former teacher. Hiruzen succeeded him as Hokage after Tobirama sacrificed himself to secure his students’ escape. 118
- Jiraiya — Former student and Hiruzen’s principal military asset during the Uchiha crisis. Hiruzen repeatedly relied on him to assess, confront, and potentially assassinate Uchiha leadership. 131 181
- Utatane Koharu — Longtime elder and political ally. Hiruzen made her a scapegoat for the Uchiha operation, then personally executed her after the plot was exposed. 158 166
- Mitokado Homura — Elder and former ally. Hiruzen attempted to implicate him alongside Koharu; Homura later turned against him and fabricated accusations concerning Kagami Uchiha. 158 200
- Kakashi Hatake — Valued subordinate whom Hiruzen hoped would become a dependable right-hand man. Kakashi’s investigation into Konoha White Fang’s death and later public accusations helped destroy Hiruzen’s standing. 107 192
- Naruto Uzumaki — Minato Namikaze and Kushina Uzumaki’s son. Hiruzen concealed and later publicly denied Naruto’s parentage, claiming it was necessary to protect him from Minato’s enemies. 134 138
- Asuma Sarutobi — Son. Hiruzen was visibly angered and distressed when Kakashi severely wounded Asuma during the civil war. 194
- Konohamaru — Grandson. After the Sarutobi Clan’s fall, Hiruzen promised to return him to Konoha only once he had become stronger. 212
- Fugaku Uchiha — Political rival and leader of the Uchiha faction. Hiruzen feared Fugaku’s concealed Mangekyo Sharingan and Susanoo, which undermined the operation against the Uchiha. 161 164
- Enma Clan — The Sarutobi Clan’s exclusive summoning-beast clan, cultivated by Hiruzen and used to evacuate surviving Sarutobi members. 201
Story Role / Major Arcs
Uchiha Surveillance and Escalation
Hiruzen employed Uchiha Setsuna in a simulated timeline after Setsuna reported a possible Uchiha rebellion, assigning him to Anbu surveillance of the clan. The Uchiha were later annihilated in that simulation, with Sasuke designated as the sole survivor. 14
He also responded furiously when Setsuna’s simulated fire attacks damaged the Hokage Office, Konoha Square, and the Hokage Rock—destroying Hiruzen’s carved face in the process. 36
Danzo’s Disappearance
After Danzo was defeated and taken away by a suspected Uchiha attacker, Hiruzen convened Konoha’s leadership. Despite suspecting Mangekyo Sharingan involvement, he refused to strike the Uchiha without concrete proof, judging that doing so would damage Konoha’s stability and his own political standing. 117 118
Naruto’s Identity
When rumors identified Naruto as Minato’s son, Hiruzen concluded that the Uchiha were likely exploiting the information to distract from surveillance of their clan. He ordered Anbu to suppress the rumors and formally denied Naruto’s lineage, arguing that Kumogakure and Minato’s other enemies would target the child. 134
The decision strained his relationship with Jiraiya and later contributed to Kakashi’s distrust when Jiraiya confirmed Naruto’s identity. 134 138
Plot Against the Uchiha
Convinced that the Uchiha had become an unavoidable threat, Hiruzen sought Jiraiya’s help, attempted to bring Tsunade back to Konoha, and prepared an operation against the clan. He assigned political responsibility to Koharu and Homura while gathering the Sarutobi Clan, Anbu, Shikaku Nara, and other allies. 158
The plan failed when Fugaku revealed his Susanoo and the Uchiha exposed evidence tying Koharu to the attack. Hiruzen attempted to use Root-linked memory extraction to manipulate the outcome, but Root was no longer under his control. 161 164 168
Uchiha Civil War and Deposition
When Jiraiya engaged Fugaku and the hidden Uchiha combatant, Hiruzen treated the battle as an opening and ordered an immediate assault on the Uchiha Clan. The resulting conflict drew multiple clans into a civil war across Konoha. 190
Kakashi publicly accused Hiruzen of orchestrating Konoha White Fang’s death, while Naruto challenged Hiruzen over his concealed identity and mistreatment. These accusations, combined with Koharu’s execution, Homura’s betrayal, and the Uchiha faction’s growing strength, shattered Hiruzen’s public support. 192 198 200
Hiruzen retreated with part of the Sarutobi Clan through Reverse Summoning, leaving many clan members behind to be arrested. Fugaku subsequently became Konoha’s Fifth Hokage. 201 203 204
Defection to Kumogakure
After fleeing Konoha, Hiruzen reflected on the Sarutobi Clan’s defeat with guilt and resentment, blaming its members’ lack of strength. 212
He later defected to Kumogakure and was implicated in providing intelligence that enabled Kumogakure’s advance against Konoha. His former village widely denounced him as a traitor, while Jiraiya ultimately chose Konoha over loyalty to his former teacher. 219 222 226 227
