This is actually why many people don't really understand the abilities of Three-Element Soul Mutator. After all, in terms of sheer numbers, the Three-Element Soul Mutator across all planes combined are rarer than those at the Paragon!
There are a few others in other planes that are unclear, such as Infernal Realm. Before Rog, there was only one in the Endless Ages, and his rise to power predates Gunther's. Nowadays, few people are aware of his existence.
