History

Conflict with Uchiha Sasuke

Three Kumogakure shinobi participated in the Land of Iron's forging competition. During the swordsmanship contest, they demonstrated notably cohesive coordination, but two were later killed by Sasuke; the surviving participant left harboring a grudge. 62 82

Kumogakure subsequently sent a group seeking Sasuke, then dispatched an ambush in the Land of Fire. The ambush force consisted of one jonin and four chunin, all of whom Sasuke killed after they attempted to settle the earlier grievance. Their equipment included several Lightning Release jutsu scrolls. 82 84 87 88

Later, while Sasuke trained near the Saint's Domain, multiple Cloud shinobi watched his movements and organized another attempt to challenge him as he departed. Killer B attended to prevent fatalities but did not stop the unauthorized fight. Sasuke defeated the attacking chunin and jonin without killing them, while Killer B stated that those involved would be punished upon their return. 124 125 126

Five Kage Summit and Fourth Great Ninja War

Following the attack on Killer B, the Raikage sent an envoy—Samui, Karui, and Omoi—to Konohagakure and called for a Five Kage Summit to address Akatsuki. 228

Kumogakure agreed to the formation of the Allied Shinobi Forces. The Raikage was selected as overall commander, and the village became the alliance's General Headquarters due to its proximity to the battlefield and its large-scale communications equipment. 236 245 248

During the war's strategic preparations, Mabui served as the Raikage's confidential secretary at GHQ. The village received personnel lists, supplies, and reinforcements from the other great villages as the Allied forces prepared to deploy more than eighty thousand shinobi. 245 248 249

Reorganization

After the Five Great Nations unified as the Five Elements United Nations, Kumogakure was converted from an independent village into a branch office and training base for the Allied Security and Surveillance Bureau. Academy graduates were required to complete rotations at the four former village branch offices before becoming genin. 339

Military Practices

Lightning Release

Kumogakure is strongly associated with Lightning Release, including sword-based techniques that channel lightning chakra through a blade. Its shinobi employed techniques such as Lightning Strike Cut, Ground Running, Thunderbolt, Thunder Wave, False Darkness, and Earth Run. 62 84 87 126

Cloud shinobi use Lightning Release to stimulate cells, strengthening their bodies and improving physical power. The practice is dangerous: excessive stimulation can kill cells or accelerate cellular division. 84 121 124

Many Kumogakure ninja trained at the Saint's Domain in the Land of the Western Extremities, whose water contains concentrated life energy. This energy can reinforce cells affected by Lightning Release, reducing the risks of Cell Activation training. 118 121
