Background / History

Kirigakure was thrown into turmoil by Uchiha Obito's past interference, though the village did not know who was responsible. The period coincided with Kisame Hoshigaki joining Akatsuki and widespread defections among the Seven Ninja Swordsmen, sharply weakening Kirigakure's military strength. 89

The village sought to restore the incomplete Seven Swordsmen by recovering notable blades. After a Kirigakure participant witnessed Uchiha Sasuke's sword, War Soul, at the Land of Iron forging competition, Kirigakure selected it as a potential replacement weapon. 89

Organization and Military Practices

Assassination and Pursuit Units

• Zabuza formerly served in Kirigakure's Assassination Squad and carried intelligence files on foreign shinobi, including Kakashi Hatake's record as the “Copy Ninja.” 20

Land of Iron Blade Competition

A lone Kirigakure ninja participates in the swordsmanship competition against Sasuke. He recognizes Sasuke as the strongest remaining contestant, proposes a joint assault against him, and withstands several exchanges despite being injured. He later forfeits rather than continue the battle. 61 62 63 64

Search for Sasuke

Kirigakure dispatches search parties after Sasuke travels through the Land of Whirlpools. Its agents initially search alongside a separate Kumogakure effort, while neither village realizes the other is also pursuing him. 82 83

Danzo secretly contacts the Kirigakure forces, orders them to temporarily halt their search, and later supplies Sasuke's route and whereabouts. He intends to use the foreign ninja to eliminate Sasuke without directly involving Konoha. 83

War Soul Retrieval Operation

The Kirigakure Jonin prove highly coordinated in Water Release combat, combining their Water Dragon Bullet Techniques into a stronger attack. Sasuke judges their experience and decisiveness superior to his in a prolonged direct confrontation, forcing him to rely on steam cover, clones, Sharingan perception, and Water Clones to defeat them. 95 96

Diplomatic Consequences

Konoha uses Kirigakure's incursion and attempted theft of War Soul as leverage. Tsunade demands administrative authority over the Land of Whirlpools and gathers forces at the border, threatening war if Kirigakure refuses. 97

Konoha subsequently takes control of the Land of Whirlpools, establishes a base there, and uses the territory as a maritime defense line between the Land of Fire and the Land of Water. 101

• Uchiha Sasuke — Kirigakure targets Sasuke because of War Soul, first sending search parties and later an official retrieval squad. 82 89
