Background / History
The mansion was established after Jiang Sheng won the Mahayana-rank Judicial Heavenly Lord Divine Position. The Golden Palace Heavenly Emperor enfeoffed him as the Three Realms’ Law-Revering Dao-Upholding Judicial Heavenly Monarch and the Nine Heavens’ Law-Exalting, Statute-Holding Emperor of Bright Dharma, granting him a blessed-land divine mansion in the Seventh Heaven Realm 1299.
Its plaque, personally inscribed by the Golden Palace Heavenly Emperor, bears the name Judicial Heavenly Lord Mansion. Though termed a “mansion,” it is an upper-grade Mahayana institution beneath only Pure Yang and was created to replace Shenxiao Emperor’s southern Shenxiao Imperial Palace 1300 1301.
Initially, the mansion possessed extensive authority but few personnel. Its three departments, five divisions, two directly subordinate courts, and many offices were vacant, while Shenxiao Emperor withheld records, troops, treasuries, and other resources that should have been transferred to Jiang Sheng 1300 1301. Jiang Sheng subsequently recruited support from Penglai, Qinghua, Tianhe, Chixiao, Yaochi, Jinhua Mountain, and Huaguang Emperor’s True Lords, transforming it into a functioning judicial force 1302 1304.
Its first major operation requisitioned the South Heaven Gate and dispatched more than twenty True Lords and over ten million Daoist soldiers to suppress demons across the Four Seas and Two Continents. The campaign established the mansion’s authority, though enemy interference exposed Shenxiao Emperor’s involvement in destabilizing the operation 1305 1306 1307.
The mansion later besieged Shenxiao Imperial Palace, with its five capitals sealing the four directions through the Heavenly Net. Jiang Sheng killed the rebel Shenxiao Emperor, after which the Heavenly Emperor rewarded him with the Shenxiao Thunder Seal and renamed Shenxiao Imperial Palace as Shenxiao Thunder Mansion 1308 1309.

Suppression of Mortal-World Chaos
The mansion’s first public campaign used the South Heaven Gate to project forces across the Four Seas and Two Continents. Its True Lords simultaneously arrested demons, monsters, and evil cultivators, making the Judicial Heavenly Lord’s authority known throughout the mortal realm 1305.
Siege of Shenxiao Imperial Palace
After identifying Shenxiao Emperor as the source of interference against its pacification campaign, the mansion mobilized the Three Departments and Five Capitals. The four capitals sealed the battlefield, and the Heavenly Net trapped Shenxiao Imperial Palace before Jiang Sheng killed Shenxiao Emperor 1307 1308 1309.
Tianbi Mountain Campaign
The mansion led a Heavenly Court assault against Tianbi Mountain and the Thirteen Demon Kings. It coordinated the Northern and Southern Dipper Star Lords with the Wind, Thunder, Water, and Fire Departments, sealed the area with the Heavenly Net, and dispatched its five capitals and additional True Lords to suppress the demons 1314 1315.
Capture of Zhuoyun Demon Venerable
Jiang Sheng personally defeated the Mahayana Zhuoyun Demon Venerable with Four Symbols Sword Intent. The mansion deployed Heavenly Nets to bind Zhuoyun and his disciples before escorting them to the Judicial Prison 1335 1336.
