History
Foundation and legacy
The ancestors of the Alabasta royal family were among the twenty royal families that created the World Government. Alabasta alone refused to relocate to the Holy Land, while representatives of the other nineteen Celestial Dragon families hold seats at the World Conference. 193 356
The Government strictly suppresses research into the Blank History and True History. Its official account branded Ohara’s scholars as “devils” seeking to revive Ancient Weapons and destroy the world, using this justification for a joint Marine and intelligence-agency operation against Ohara. 99 101
Carlos theorizes that the Government’s taboo surrounding the Blank Century concerns more than scandal or Ancient Weapons: the True History may contain the former Great Kingdom’s ideology, the locations of Ancient Weapons, and knowledge of the Government’s foundational weaknesses. 99 100
West Blue and Carlos
When the West Blue Mafia began consolidating, the Government considered it a potential threat but prioritized the growing pirate crisis, particularly in the New World. Its contingency plan was to monitor a compliant Mafia or use division, co-option, recruitment, poisoning, and assassination if it showed opposition. 98
The Five Elders later considered Carlos a valuable test case for using powerful pirates to combat pirates and strengthening Government influence in West Blue. 221 222

Recognition of the United States of Night
The Government negotiated with Carlos’s forces to convert the Black Alliance into an affiliated nation. Its initial proposed Celestial Gold payment of 100 billion Belly was reduced through negotiation to 30 billion Belly. 239 240
The agreement granted the Divine Eye Pirates legal plunder privileges, while allowing the Government and Marines to summon them. 240 241 Carlos also obtained commitments for processed Seastone and a propulsion expert, while his demand for corpses from Impel Down’s lowest level faced substantial Marine opposition. 242 244
The United States of Night was publicly recognized as a World Government-affiliated nation, with Government official Joseph confirming its legitimacy at Carlos’s founding announcement. 266 The Government subsequently publicized the Divine Eye Pirates’ Letters of Marque. 267
World Conference and the Shichibukai
The Five Elders approved Sengoku’s proposal to establish the Shichibukai system, intending to divide pirate forces and use selected pirates to control other pirates. 341
At the World Conference, the Government’s Shichibukai proposal passed with more than two-thirds support. 357 Carlos then used the conference’s voting rules to secure a separate position as the nominal leader of the Shichibukai, despite the Government’s opposition. 357 361
Following Carlos’s growing influence, the Five Elders debated eliminating or conciliating him. They ultimately chose to cultivate his cooperation, judging the Revolutionary Army to be the Government’s more pressing enemy. 358 360

The Five Elders are the visible apex of the World Government’s authority, though they are not its true behind-the-scenes rulers. 222 They oversee major affairs collectively, including finance, personnel, military, and politics. 351

Control of nations
