Background / History

Tobirama was the younger brother of Hashirama Senju and a central figure in early Konohagakure. Following Madara Uchiha's defection, he argued that Madara should have been eliminated earlier and remained convinced that the Uchiha could endanger the village. His distrust repeatedly put him at odds with Hashirama's conciliatory approach. 1

At Hashirama's insistence, Tobirama took custody of the young Uchiha Renye and housed him in the Senju compound despite his objections. He initially kept Renye at a distance, monitored his conduct through the Uchiha Observation Manual, and even hired Senju children to provoke him for observation. 3 9

Renye's prodigious Fire Release talent heightened Tobirama's fear that he could become another Madara. After briefly directing killing intent at the child, Tobirama chose to watch and guide him rather than act on his suspicions. 10 He later began personally training Renye in chakra control and the balance between power and precision in Fire Style. 24

Tobirama established the Ninja Academy to lessen clan divisions and cultivate loyalty to Konoha over clan identity. He selected elite instructors and designed its curriculum around ninjutsu, taijutsu, genjutsu, and village-centered education. 12 He also recruited Hiruzen Sarutobi, Danzō Shimura, Kagami Uchiha, Koharu Utatane, and Homura Mitokado as disciples. 34

After Hashirama's death, Tobirama became the Second Hokage. He founded the Anbu to give the Hokage a dependable force outside the clan-command structure and preserve central authority within Konoha. 100 During the First Great Ninja War, he personally coordinated deployments according to each shinobi's abilities and battlefield conditions. 115

Tobirama eventually retired and passed the Hokage position to Danzō Shimura. 339 In his later years, he remained invested in Konoha's development and in Renye's future, leaving Renye access to his study's secret room and diary after his death. 747

His prejudice toward the Uchiha is one of his defining flaws. He assumes emotional instability and rebellion are persistent risks, maintains surveillance over the clan, and develops techniques specifically suited to counter their ocular powers. 1 269 330 However, his treatment of Renye gradually becomes more paternal than merely suspicious: he trains him, worries about his safety, provides for him, and considers him a possible future Hokage. 24 38 137 217
