History
Founding and the Anti-Magic Edict
Demacia was founded in 292 on the Runeterra Calendar by people whose homes had been destroyed by a World Rune. Fearing magic, they built a refuge in a region where magic was difficult to enter. 121 196
Its early leaders, including the hero Orlon, established the Anti-Magic Edict in response to public fear of magic. The edict became a defining national institution for centuries. 204
Defeat by Noxus
Demacia’s conflict with Noxus reached a turning point when its Winged Protector God, Kayle, was defeated and captured by Ryan Meredith and Syndra. The defeat exposed that Kayle’s power was magic-based, directly contradicting Demacia’s anti-magic ideology. 127 134
Prince Jarvan maintained that Demacia had been defeated but not annihilated. During negotiations in the Noxian Council Hall, Demacia proposed peace through Magic-Dampening Stone exports, open trade, and river access; it also accepted Noxus’s clause granting political asylum to unrecognized individuals within Demacia. 161
Repeal of the Anti-Magic Edict
Luxanna Lightshield led protests against the Anti-Magic Edict, while public reflection increasingly focused on the persecution and imprisonment of magic-afflicted Demacians. One in five Demacian households was estimated to include a magic-afflicted citizen. 180 187
The public referendum passed by 66 votes to 26, abolishing the Anti-Magic Edict. King Jarvan III declared that magic-afflicted and ordinary citizens would thereafter have equal rights. 200
Following the repeal:
- The Mage Seekers were reorganized into the Demacia Guard Legion, retaining law-enforcement duties but losing their mage-hunting function. 200
- A new Minister of Magic position was created among the Eight Great Officials. 200
- Luxanna publicly revealed herself as a Light Mage and initially became Acting Minister of Magic. 200
- Luxanna defeated Prince Jarvan in a public magical duel and became Demacia’s first Minister of Magic. 206 208
Lightshield Rule
After King Jarvan III’s death, Luxanna used her authority to challenge entrenched noble factions, expose Duke Grantham’s family scandals, and assume the throne. 241 242
She was subsequently crowned as Demacia’s new monarch. Her reign began amid the nation’s alliance with Noxus, the legalization of magic, and widespread expectations that she would lead Demacia into a new era. 245
Government and Society
Eight Great Officials
Demacia’s highest political body is formed by the Eight Great Officials, whose seats represent major national domains including the military, nobility, treasury, and Mage Seekers. 167

National Ideals
Demacian identity is closely associated with honor, justice, kindness, equality, and mutual responsibility. Luxanna argued that these ideals had been undermined by the Anti-Magic Edict’s persecution of innocent citizens. 172 187
Demacians are portrayed as collective-minded and highly attentive to public opinion. Major change is difficult without broad approval, but a leader who earns that approval can mobilize the nation quickly. 222 226
Magic and Defense
Magic-Dampening Stone
Magic-Dampening Stone shaped Demacia’s anti-magic policies and architecture. Much of The Great City was constructed from it, though Luxanna believed her power could still destroy the city despite those defenses. 199
The material also formed the body of the Galio Colossus, a massive statue that could be activated by sufficient magic. 206
Galio Colossus
Galio serves as a powerful magical defender and national symbol.
- Luxanna activated Galio with her own magic, aided by her Magic Book and Sylas. 206 207
- She rode Galio across Demacia after becoming Minister of Magic, demonstrating that magic could protect the nation. 208
- During the Wraith invasion, Galio fought alongside Luxanna but was limited by the amount of magic available to power him. 216
- Galio later helped defend The Great City against Undead forces. 542
Post-Edict Mage Forces
After the Anti-Magic Edict’s repeal, mages were permitted to live openly in Demacia, and mage patrol squads appeared in The Great City. 242
Luxanna eventually reached Demigod level and became Demacia’s sole Demigod-level protector, specializing in light magic effective against Wraiths and Undead. 542
External Relations
- Noxus — Former enemy turned ally. The two nations opened trade, agreed to magical and educational exchanges, and coordinated a campaign against the Winter’s Claw. Noxus nevertheless planned to assimilate Demacia through cultural, economic, technological, and educational influence. 202 219 220
- Winter’s Claw — A longstanding Freljordian enemy whose conflict with Demacia predates the Noxus–Demacia border by centuries. 220
- Trifarix Council — Noxus’s ruling council treated Demacia as strategically valuable and preferred assimilation over direct conquest. 202
- Wraiths and Mordekaiser — During the Wraith invasion, Demacian leaders accepted Noxian military assistance and offered Demacia’s defenses to Noxian command. Ryan identified the enemy behind the invasion as Mordekaiser, also known as Sahn Urzul. 548
