Gao Qiang was initially encountered as a former local gang leader who controlled a road and extorted supplies from passing survivors. He attempted to force Meng De's group to surrender and intended to seize Jiayi for his benefactor, Master Niu, but Meng De's bulletproof RV thwarted his men’s attack 43.

By the time the apocalypse reached Donghai City's South District, Gao Qiang had become a powerful Ability user and businessman leading the Gao Corporation, one of the district's three major forces.
