History

Early New York

Wang Khan initially lives in a rented studio apartment in Brooklyn while working as a laboratory assistant at Osborn Industries. After leaving the company, he identifies an NYPD equipment contract as an opportunity to earn money and establish a relationship with local authorities 1 2.

His first major public breakthrough occurs during the Golden Restaurant hostage crisis. Armed criminals seize the restaurant, taking the mayor, George Stacy, and Gwen Stacy hostage. After a police helicopter is destroyed, Wang Khan deploys Mechanical Spiders to scout the building and incapacitate the attackers. The rescue earns his technology public recognition and prompts the mayor to order further cooperation with him 3 4 6.

Brooklyn later suffers a magnitude 7 earthquake when Skye's Inhuman seismic ability awakens. Investigators discover that the epicenter is above ground, and S.H.I.E.L.D. removes Skye before other agencies arrive 14.

Calamity Beast Siege

Three Calamity Beasts—the Giant Wolf, Giant Crocodile, and Golden Eagle—converge on New York. The National Guard and regular army lose their initial battle in less than an hour. The beasts then prevent anyone from entering or leaving, while the Giant Crocodile destroys external sewer and subway connections. Food and water shortages provoke looting and violence, although electricity and internet service remain available 54 56 57.

Umbrella deploys one hundred Mars Warriors equipped with its completed combat-support systems. The force drives back the Giant Wolf, and Rumlow receives the Giant Miaodao, a magnetic-confinement laser weapon designed to penetrate the beasts' defenses. The Giant Wolf and Giant Crocodile are killed; the Golden Eagle escapes 61 64 65 67 68.

The liberation makes Umbrella a nationally celebrated enterprise. However, extensive destruction and fears that the Golden Eagle will return lead many property owners to sell their land cheaply 69.

Battle of New York

Before Loki's invasion, Wang Khan warns Gwen and George Stacy that New York is the likely target because destroying America's economic center would inflict a devastating national blow. The NYPD prepares two days in advance, allowing its Mars Warriors to join the Avengers promptly when the Chitauri attack 117 121.

The invasion devastates the city. After Stark Tower collapses, Umbrella's headquarters is the only remaining building described as a high-rise; its factory complex also survives intact. Red Queen's Justice Gundam destroys the Chitauri mothership's control center, shutting down the invading forces and ending the battle 128.

Umbrella's Reconstruction

Wang Khan proposes rebuilding New York around a Space Elevator. In exchange, he requests ten years of free land use and authority over the city's planning and construction, with plans submitted to the state government and White House. The agreement subsequently receives both state and federal backing 129 136.

Umbrella clears the Chitauri remains, Leviathan wreckage, and collapsed buildings within one month, then lays a new foundation material harder than concrete but still ductile. Another month later, factories and skyscrapers are rising across the city. Micro Magnetic Robots and materials produced through Metal Control and Earth Decomposition underpin the rapid rebuilding 132 133 136.

The Zhou Pu Family and allied property interests attempt to reclaim land early to profit from the recovery. Wang Khan orders Mars Warriors to eliminate them. Other members of New York's old capitalist establishment later approach Ross with plans to disrupt construction supplies and damage Umbrella's military business 136 148.

Restricted Access and Reopening

Following the confrontation over a Mars Armor malfunction, Wang Khan declares that nobody may enter New York without Umbrella's permission. George Stacy subsequently becomes mayor with Wang Khan's support, but the city's lockdown leaves his office largely nominal: the residents are Umbrella employees, and the corporation manages the city directly 150 168 191.

Wang Khan later orders a full reopening. George announces the completion of reconstruction, while Gwen announces that the Space Elevator's new material has been developed. Global brands and technology companies flock to the city; within a month of reopening, New York has recovered its former prosperity and developed a technology sector comparable to Silicon Valley 191 198.

Regulations and Riots

Gwen introduces employment requirements for permanent residents to prevent gangs from reestablishing themselves. Wang Khan expands the policy with personal integrity files and temporary or permanent expulsion for criminal activity. Tony Stark opposes the measures, while the White House and state government remain silent as enforcement begins 262 263 264 266.

A later attempt to storm the city gathers more than a million people outside the Wall of Sighs. The organizer posing as Kingpin is actually Talos, a Skrull. Gang members use alien energy weapons to breach the wall, and the crowd enters the city, committing looting, vandalism, assaults, and shootings 318 319.

Mars Warriors suppress the riot with tear gas and sonic weapons, killing thousands. Talos detonates ten energy weapons, killing more than ten thousand additional people. Police and firefighters conduct rescue operations, while the resulting tens of thousands of deaths provoke national controversy and accusations against Umbrella 319 320.

Later Development

After a year of peace following the purge of corrupt politicians, the completed high-speed railway between New York and San Francisco strengthens the economy and establishes New York as the world's economic center. George Stacy wins the U.S. presidency in a landslide 343.
