First Appearance Chapter 18

Background / History

Otto has led Schicksal for five hundred years and has devoted that entire span to resurrecting Kallen Kaslana. His obsession originated in Kolosten, where he released Honkai Beasts beneath the church to create chaos during Kallen's execution. Kallen chose to protect civilians instead of escaping and was ultimately killed during the disaster he caused. 662

As Schicksal's Bishop, Otto built his influence through intellect, institutional power, and a willingness to use people as expendable pieces. He observed Bai Ge, Kiana, and Mei from the beginning, regarding Kiana as a vital component in his five-hundred-year plan and Bai Ge as an unexpected but useful variable. 18

Otto's conflict with Bai Ge escalated after Bai Ge condemned him over Babylon Laboratory. Otto openly accepted the insults rather than denying them, describing himself as the “disgusting, twisted, and helpless clown” Bai Ge accused him of being. 34 He subsequently restrained opponents through threats against Anti-Entropy, Cheng Lixue, and Kiana rather than direct combat. 35

After Bai Ge foretold that Otto would eventually resurrect Kallen, Otto chose to keep Kiana safe, hoping not to lose that promised future. 42 His fixation nevertheless continued to drive increasingly ruthless actions, including manipulating Kiana's identity and memories, preparing the path to the Imaginary Tree, and risking humanity for the Beacon needed to fulfill his plan. 157

Personality

Otto is brilliant, cautious, arrogant, and deeply contradictory. He calls himself a fool and can acknowledge his own depravity, yet believes his strategic ability places him above everyone else. He is outwardly courteous and refined, but privately regards most people as pieces on a board. 118

His love for Kallen is both his strongest motivation and greatest vulnerability. Otto's dedication has remained unchanged for five centuries, but his desire to save her repeatedly leads him to sacrifice innocents, subordinates, and even versions of himself. 50 608

Otto is capable of sincere admiration, especially toward Bai Ge. Even while treating Bai Ge as an enemy, he praises Bai Ge's purity, miracles, and resolve, while envying the bonds Bai Ge forms with others. 42 214 When confronted by overwhelming power, however, Otto adapts quickly—offering submission, cooperation, or humility whenever survival and Kallen's resurrection require it. 568 571

Abilities & Skills

Strategic Intellect and Manipulation

Otto's greatest asset is his ability to analyze people, predict their reactions, and exploit emotional pressure.

  • Uses hostages, threats, blackmail, and institutional attacks to immobilize stronger opponents. 35
  • Correctly deduced Bai Ge's identity as the original Herrscher of the Void from his ability to contain multiple Herrscher Cores. 218
  • Designed a plan to make Kiana awaken as the Herrscher of the Void by driving her into despair. 211 219
  • Recognizes when direct schemes will fail against overwhelming strength and changes tactics accordingly. 567 568
  • His methods are less effective against opponents who can read minds or overpower every contingency. 568 569

Soul Steel Bodies

Otto preserves himself by transferring his consciousness into Soul Steel bodies rather than relying on a single human body.

  • Can survive the destruction of an individual body by transferring to another Soul Steel vessel. 212 217
  • Maintains backup thought-data, allowing a destroyed consciousness instance to be restored. 609
  • Has consumed at least fifty Soul Steel bodies during his conflict with Bai Ge. 208
  • Frequent body-switching causes him fear and mental disturbance despite its practical immortality. 212
  • Destroyed his remaining Soul Steel bodies and backup data when he accepted Bai Ge's terms, leaving himself vulnerable to permanent control. 571

Schicksal Resources and Weaponry

As Archbishop, Otto commands Schicksal's Valkyries, Divine Machines, laboratories, warships, and advanced anti-@@REF_ENTITY_3118986@@ armaments.

  • Deploys Valkyrie forces and Divine Machines in large-scale operations. 220 659
  • Used a repaired, enhanced Kevin-armed puppet intended to surpass Durandal in combat power. 210
  • Ordered Honkai Energy Fission Bomb strikes against St. Freya Academy and later attempted to destroy his own Floating Island to eliminate Bai Ge. 211 661
  • Modified the God-Slaying Spear into a contact-triggered biological weapon that weakens even Herrschers through irreversible cellular necrosis. 219
  • Installed a hidden backdoor in Rita's Godkiller Armor, allowing him to seize control of her and use her against Bai Ge. 219

Virtual-World Control

Otto can create and operate virtual environments populated by replicated data bodies.

  • Constructed a looping virtual world centered on Kallen's execution and repeatedly used it to test or trap Bai Ge. 607 612
  • Replicated armies of Valkyrie, Honkai Beast, Herrscher, and other combat data constructs. 608 609
  • Backed up his virtual consciousness before confronting Bai Ge in the simulation. 609
  • Could not prevent Bai Ge from rewriting the virtual world's rules through Herrscher of Corruption authority. 611 614

Equipment / Weapons / Items

  • Void Archives — First God Key and archive of Previous Civilization knowledge; Otto consults it for information and strategic advice. 567
  • Soul Steel bodies — Replaceable vessels for Otto's consciousness. 571
  • Godkiller Armor backdoor program — Hidden control mechanism used to override Rita's armor. 219
  • God-Slaying Spear — Biological weapon adapted to spread weakening effects through skin contact. 219
  • Kevin-armed puppet — Enhanced combat puppet modeled after the Previous Civilization's strongest warrior. 210
  • Chariot of Sanctus Beacon — A key component of Otto's route toward the Imaginary Tree. 161
  • Feather of the Wind — Used to invade a Herrscher of the Thousand's consciousness and enter the Theater of Dominion. 565

Relationships

  • Kallen Kaslana — His beloved Saintess and the sole purpose behind his five-hundred-year pursuit of resurrection; her rejection of sacrificing civilians devastates him. 42 607
  • Bai Ge — Primary adversary, occasional collaborator, and the variable Otto cannot control. Otto admires and envies him, but repeatedly attempts to remove him as a threat to Kallen's resurrection. 42 203 567
  • Amber — Otto's secretary and creation; she carries Kallen's face, which makes Otto unusually susceptible to her supervision. 18 651
  • Theresa Apocalypse — Otto's granddaughter and eventual intended successor as Schicksal Overseer; she openly defies him when his actions cross her moral boundaries. 35 572
  • Durandal — His strongest Valkyrie asset and a person he considers capable of threatening his future plans. 157
  • Rita Rossweisse — Former subordinate whom Otto controlled through a backdoor in her Godkiller Armor; he used her betrayal to wound Bai Ge. 219
  • Void Archives — Longtime Divine Key associate and source of Previous Civilization knowledge; it ultimately warns Otto not to antagonize Bai Ge. 567
  • Welt Yang — Political rival and frequent target of Otto's manipulation; Otto once leveraged an attack on Anti-Entropy to force Welt's withdrawal. 35

Story Role / Major Arcs

Defeat at Schicksal Floating Island
