Background / History
Malcador arrived with supplies and grassroots officials to rebuild the Navia Peninsula after the fall of the Morransen Federation. When he learned that Raven was urging the Emperor to alter other universes’ fates in exchange for power and knowledge, he questioned whether the Emperor could trust such an unknown entity. The Emperor nevertheless explained that Raven knew of the Primarchs and the Webway Project. 3
He opposed the Emperor’s planned disposal of the increasingly unstable Thunder Warriors, arguing that the warriors who had conquered Terra deserved better and suggesting new technology might save them. The Emperor rejected this position, judging their instability incompatible with the Great Crusade. 7
As the Imperium expanded, Malcador became the Emperor’s principal civil administrator.
