Velin paused, gave Belder a deep look, and continued, "No administrative officer group shall be allowed to exceed its staffing limit, nor shall personnel be seconded."
"If additional staffing is required, Kyle must approve it before submitting it to me for review."
In an instant, the faces of the people seated in the front row froze, their eyes full of bewilderment.
Kyle, standing behind Velin, was no exception. He had never expected this matter to involve him as well.
