History

Founding ideals and early conditions

Konoha was established in the transition from the Warring States period to the era of ninja villages. Its stated purpose was to create order, protect the weak, and allow children of every shinobi clan to grow up safely rather than be consumed by constant warfare 7 23.

At the end of the First Shinobi World War, the village was impoverished and grieving. Streets were sparsely populated, businesses struggled, and funerals were common; Konoha was still awaiting reconstruction rather than enjoying its later prosperity 2 4. The war also cost the village the Second Hokage, Tobirama Senju, while the Senju Clan suffered extensive battlefield losses 39.

Uchiha tensions

Konoha's treatment of the Uchiha Clan was a major internal fault line. The Uchiha Military Police Force had been created under Tobirama Senju; while it gave the clan authority and reduced its frontline losses, it also made the Uchiha feared as harsh law enforcers and damaged their public standing 2.

During Hiruzen Sarutobi's administration, distrust toward the Uchiha remained entrenched. Mito Uzumaki adopted the orphaned Hoshiryu Uchiha specifically to signal that the village should change its attitude toward the clan and preserve Hashirama Senju's legacy 12. Hoshiryu's prominence and Mito's endorsement subsequently improved the Uchiha's standing among villagers, strengthening the clan's Dove Faction and making coexistence with Konoha the prevailing direction 31 34.

Mito Uzumaki's administration

Following Hiruzen Sarutobi's death and Danzō Shimura's sentencing, Mito Uzumaki accepted the Hokage position out of duty. The Konoha council unanimously approved Danzō's execution, while Shikaku Nara was tasked with informing the Land of Fire's Daimyo of the leadership transition 55.

As Fourth Hokage, Mito pressured the Daimyo to compensate Konoha for wartime losses and sought noble recognition for Hoshiryu and Tsunade. Her negotiations publicly demonstrated that the Land of Fire supported Konoha and that the village remained willing and able to defend itself 59.

Rise of Hoshiryu Uchiha

Konoha hosted a joint Chunin Exam as part of postwar negotiations. The village deliberately housed participating foreign shinobi together, prompting the other villages to form an alliance against Konoha; Hoshiryu and Mito anticipated this response 88 89. Hoshiryu dismantled the alliance's Cloud contingent and later protected Konoha from controlled Tailed Beasts, teleporting them away from the village 92 100.

Hoshiryu's strength became a deterrent across the Shinobi World. Six years after the exams, foreign shinobi commonly avoided lethal confrontations with Konoha personnel, while his reputation within the village rose to the point that he was regarded as a new god of the Shinobi World 111.

After graduating from the Ninja Academy, Hoshiryu publicly promised to lead Konoha into a new era, receiving overwhelming support from the village population 120.

Fifth Hokage and unification

Hoshiryu became Konoha's Fifth Hokage in a succession ceremony attended by envoys from all five great nations 161. His first major declaration was a second Chunin Exam in which the losing countries would cease to exist; he erased a forest through Spatial Banishment to demonstrate Konoha's strength 162.

After the Four Nations Allied Forces surrendered, Hoshiryu used the Outer Path—Reincarnation Jutsu to revive powerful shinobi who had died in his space 176. The Four Great Shinobi Villages subsequently submitted to Konoha. Hoshiryu's administration planned to retain their senior officials in Konoha, place Konoha personnel in charge of the former villages, execute guilty nobles, and free innocents 181.

Government and institutions

Hokage

The Hokage serves as Konoha's leader and protector of the weak; recognition from the village population is presented as central to holding the position 23.

Ninja Academy

Security forces

• Uchiha Military Police Force — Konoha's principal law-enforcement body in the early period; it held authority above the ANBU at the time of Hoshiryu's childhood 16.
• ANBU — Conducted intelligence, protection, and emergency response operations, including reporting the attack on the Land of Whirlpools and investigating threats inside Konoha 106 82.
• Barrier network — A modified barrier based on the Four Red Yang Formation protected Konoha from a Chakra Cannon strike designed to destroy the village 165.

Research Center

After cooperation with the Land of Snow, Orochimaru and Tobirama Senju established the Konoha Research Center. Its work included high-yield seeds and chakra-powered versions of technological products, allowing the village's finances to become less dependent on mission income 160.

Cityscape and development

Early postwar Konoha was worn down by conflict: roads were dilapidated, shops saw little business, and much of the village remained to be rebuilt 2.

By the period immediately before Hoshiryu's succession, Konoha had transformed into a technologically advanced city. Broad roads, high-rise buildings, chakra-powered vehicles, and preserved traditional housing existed side by side 158.

The Hokage Tower was rebuilt into a skyscraper exceeding one hundred floors, with a large exterior screen displaying news, weather, and public announcements in real time 158.
