Having obtained Roland's agreement, Leslie continued asking,

"What are the requirements for the candidates for governors of the other four major sea regions?"

Roland gave Leslie a deep look and fell silent.

He could not afford to be careless with this matter. Excluding the Azure Sea Region, which was directly managed by the Administrative Department, there would only be five governors overseeing the entire Sea of Ten Thousand Islands. Though their administrative rank would be the same as that of ministers, the power in their hands would undoubtedly be greater.

It was fortunate that governors would not hold military authority. Otherwise, Roland would rather let the territory develop slowly than establish such a position.

After considering it for a long time, Roland finally said with utmost seriousness,

"Leslie, every candidate for governor must have joined the territory for more than ten years and made major contributions to it."
