Background / History

The Adeptus Ministorum established influence on Rostov II through immigrants who preached among the colony’s population. By the time Chen Xi arrived to assume the governorship, it was one of the planet’s two principal political forces alongside retired Astra Militarum personnel 3.

The organization’s influence derives from its control of the Imperium’s orthodox faith. It can support cooperative governors with funds, personnel, pilgrims, and military resources; conversely, it can politically marginalize governors who obstruct it 122 123. Its internal structure is not fully unified: even a planetary Bishop cannot guarantee the actions of the entire institution, which contains numerous factions and extreme sects 51 127.

After the Age of Apostasy and the overthrow of Goge Vandire, the Adeptus Ministorum was compelled to disband its direct armed forces. The Sisters of Battle remained its principal nominal military arm and also serve as a check against Ministorum corruption 117.

Doctrine and Functions

• The Ministorum treats devotion to the God-Emperor as essential to Imperial stability and resistance against Chaos. Its priests spread unified doctrine to prevent ideological vacuums from being exploited by heretical cults 62 290.

Rostov II

Blessed Wine and the Holy Site Project

The Adeptus Ministorum certified Rostov II’s Blessed Wine as authentic after investigation. While the wine could identify Heretics, its symbolic value as an Imperial miracle was considered greater than its practical utility 52.

The Ministorum and Inquisition purchased the wine directly from Rostov II, paying 20,000 Throne Gelt per bottle for large orders. This trade brought substantial capital to Chen Xi’s government and accelerated the planet’s development 116.

Following the miracle, the Ministorum sought to make Rostov II a holy site and eventually a Shrine World. Its Bishop proposed a church spire reaching the Karman Line—100 kilometers above the surface—as part of this plan 117.

Political Conflict with Chen Xi

The Shrine World project created tension with Chen Xi, who intended Rostov II to become the capital of the Rostov Sub-sector. The Ministorum possessed far greater financial resources and could transform the planet through church construction and mass pilgrimage even without directly challenging his authority 118.

To secure cooperation, the old Bishop offered Magos Ovilia support for planetary modification and assistance in removing her tech-Heretic status. He also sent Father Williams to act as Chen Xi’s aide and draw the governor closer to the Ministorum 118 121.

Chen Xi ultimately chose cooperation over direct confrontation. The Bishop promised investments, pilgrimage, cathedral expansion, and support for Rostov II’s development in exchange for the spread of Imperial faith across the Sub-sector 127.

Expansion

The Ministorum sent three thousand prospective Sisters of Battle and two airdrop monasteries to Rostov II to expand grape cultivation and improve security 102. Later, it sent another thousand Sisters of Battle, ten million Throne Gelt, and a promise to repair the Orbital Ring 151.

Its pilgrims helped raise Rostov II’s population to nearly two billion, increasing both the planet’s manpower and its demand for food and infrastructure 175.

Over the following decade, Crusader Hosts training on Rostov II voluntarily worked on the expanding Ministorum Preceptory. Their labor advanced the construction of its massive structure while preserving the original stone gate built by the Bishop as a symbol of the institution’s origins on the planet 430.
