Background / History
Nero was born and raised in Antium after her parents were exiled from Rome during Tiberius’s reign. Their marriage was considered unblessed, and Nero suffered discrimination because of her family. Her mother was scheming, while her father was a cruel, dissolute minor noble; neither provided comfort during her childhood 207 217.
She nevertheless regarded those years as precious because they exposed Rome’s imperfections. Long before becoming Emperor, she believed she had been born to improve the land she loved. Her original ambition was to become a perfect Roman artist and perform in the Roman Theater 205 217.
After Caligula became Emperor, Nero returned to Rome and lived in the palace. She was his most cherished younger relative, but he never trained her as his successor. His later madness turned him against royalty and everyone close to him, making Nero a target of his persecution 201 205.

Her optimism survives a genuinely unhappy upbringing. Although the world treated her harshly, she continues to consider herself fortunate and wants to embrace it. Her love of Rome does not prevent her from recognizing its defects; instead, it drives her desire to reform it 207 214 217.
She is courageous without being fearless. When confronted by Mars, she offers to stay behind so Rovi can escape, believing herself responsible for bringing him into danger. Returning to Antium still unsettles her, and she grips Rovi’s hand tightly despite her confident public demeanor 203 218.
Her apparent frivolity coexists with administrative talent and concern for ordinary people. Having experienced poverty, she understands that many commoners chiefly want survival, stability, and peace. Even when exhausted during her inspection tour, the prospect of improving Rome restores her enthusiasm 213 220.

Story Role / Major Arcs
Caligula’s Madness and Succession
Instead of merely fleeing Caligula’s persecution, Nero breaks into his palace and steals the object associated with his madness. Its activation draws her into Rovi’s investigation of the Moon Cell, and the two return to the Roman court together 201 202 203.
After Caligula’s death, Rovi chooses Nero as his successor, publicly praising her courage and responsibility while privately seeking to cultivate her lunar authority. Mars approves the appointment. At her coronation two days later, Nero makes Rovi crown her and issues her first command: he must become her helper 205.
Britannia and Imperial Reform
Nero accompanies Rovi and a six-thousand-man legion toward the Britannian rebels. When he orders a withdrawal to prevent further bloodshed, she immediately backs his command. She subsequently agrees to help Martha’s refugees return home 207 209.
Her Royal Authority prevents the Dragon of Albion’s escape, contributing to the campaign that establishes actual Roman control over Britannia. The victory gives her prestige beyond the legitimacy of Mars’s appointment 211 214 215.
Back in Rome, her reform program meets senatorial obstruction. During the journey through Antium, she confronts her mother’s legacy, while the Senate’s attempt to eliminate Rovi becomes an opportunity to strip its military influence. Nero’s appeal wins the attacking legions’ surrender, and the subsequent inspection tour consolidates her rule 214 218 219 220.
Europa and the Moon Cell
Unable to accompany Rovi’s next campaign because of her imperial duties, Nero governs Rome while maintaining contact through Melly. His conquests expand both her empire and her Royal Authority 222 225.
She later reaches him during the battle with Brunestud, demonstrates the evolved Rose Emperor authority, and shares the power needed for his lunar invasion. After Nero’s disappearance, Rome begins to decline and withdraw from its conquered territories 233 234 239.
Fuyuki and the Modern World
Nero returns through the Great Holy Grail and presents her Roman golden age to Rovi within a Reality Marble. Attila interrupts the encounter and breaks the manifested civilization. Nero remains calm afterward, choosing to explore the modern world 244 245 246 247.
Her later confrontation with Artoria’s faction reveals another legion-filled Reality Marble and her ability to reproduce a Holy Grail. She subsequently travels to Eastern Ying and is the first to approach Rovi when he arrives at the Tokyo gathering before the calamities 252 262 267.
Confrontation with the King in Yellow
In the first-century Roman Empire encountered by Ritsuka and Mash, Nero appears as the true King of the World. She addresses them as travelers from later ages and sings while confronting Hastur, whose colossal yellow-robed figure looms over the era 290 291.
