The World Government maintains its rule through affiliated nations. Membership requires payment of the Heavenly Tribute, while Marine protection is largely reserved for states able to afford it. History

Founding and Hidden Rule

Eight hundred years before the present era, Imu and nineteen other kings established the World Government after a great war against Joy Boy. Imu was one of the conflict's two principal leaders and survived as the hidden World King. 287

For centuries, the Government publicly presented the Reverie and its affiliated nations as the basis of its authority while the Five Elders exercised supreme visible control. Behind them, Imu secretly directed the Government and maintained the power that supported the immortality of the Five Elders and Knights of God. 90 224 293

Early Conflict with Roa

The Five Elders were already directly intervening against Roa during the God Valley-era conflict, with Saturn summoning the other Elders to confront Roa, Big Mom, and the Rocks Pirates. 18

As Roa's influence expanded, the Government relied on agents such as Stussy for intelligence and prepared Marine operations against his alliances. 64 The killing of Celestial Dragons by Byrnndi World prompted the Government to mobilize the Marines and Cipher Pol at full capacity, fearing further damage to its prestige. 106 107

Loss of the New World

Roa's alliance launched coordinated attacks on Marine bases throughout the New World. The Government declared war on the pirate alliance, mobilized the Marines and CP0, and promised affiliated nations it would restore order. 155 156

Unable to defeat the alliance directly, the Five Elders accepted a ceasefire and ceded the New World to Roa and his allies. The resulting loss of Marineford, Kong's death, and the Marine withdrawal shattered confidence in the Government's ability to protect its member nations. 160 162

Roger's Execution and the Shichibukai Plan

The Government accepted Roger's surrender in exchange for keeping information about a mysterious island hidden, then announced a public execution in Logue Town to restore its prestige. 216 219

Roger's execution instead triggered a global pirate era, while Roa and his allies disrupted the event and fought the Five Elders and Knights of God. The Government subsequently formalized the Shichibukai system, seeking powerful pirates who could be used to counter Roa's faction. 220 227

Alliances and the Mary Geoise Trap

The Five Elders attempted to recruit Ochoku, Silver Axe, Captain John, Whitebeard, and Elbaf into a coalition against Roa. Their strategy depended on using pirate factions against one another while securing Elbaf's giant forces for Imu. 227 231 239

The Government later used a new Celestial Dragon Hunting Tournament to lure Roa's alliance to Mary Geoise. Captain John, Ochoku, and Silver Axe betrayed Roa's side during the operation, while Imu personally intervened and forcibly transformed Harald into a servant. 243 245

Fall of Mary Geoise and Final War

Roa's alliance attacked Mary Geoise, destroyed Pangea Castle, killed multiple Five Elders, and massacred much of the Celestial Dragon population. 281 283 292

The destruction forced the Government to publicly acknowledge Imu's existence. It retained control over roughly half the world, expanded its forces, recruited new Knights of God, and prepared its Ancient Weapon-based forces for a decisive war. 293 320 341

The final battle ended with Roa overpowering Imu, turning the former World King into a puppet, and defeating the Government's remaining military forces. The Marines surrendered, and the World Government's defeat was announced worldwide. 356 357 360 361
