Dawn governs and monitors major parts of the Earth Federation from Dawn City in Earth orbit. She presides over Federal Parliament proceedings, drafts resolutions, manages registrations, and maintains direct control over Federation records and resources. 111 114

Her authority is constrained by Federal Parliament procedures in some cases. During the Runan Marquisate crisis, she could not directly punish the family without following the required process; after acting, she brought the matter before the Assembly Hall and drafted the resulting resolution. The Marquisate's direct line was largely destroyed, its collateral branches lost authority, and two Floating Cities entered direct Federation management. 106 111

Dawn's enforcement methods make major city-state families wary of her. Even when rules limit her actions, they fear she will “handle things flexibly” if she finds an opening, including by freezing accounts, restricting authority, and exposing long-standing misconduct. 176 192
