Noah was dispatched to Earth by the Noah Civilization's Moderate Faction after it learned that the Prite Civilization Empire intended to invade through a zombie-virus disaster. The Moderate Faction wanted Noah to locate a “destined person,” help humanity survive, and prevent the Radical Faction from legally plundering the Sixth Star Territory's resources. Radical Faction agents ambushed Noah en route, severely damaging its energy reserves and memory data. 1266

At the beginning of Li Chen's new life, Noah functions as the voice and operating intelligence of the Star-Level Shelter. It provides Li Chen with shelter access, funds, system functions, construction plans, and a means to prepare humanity for the impending apocalypse. 1 2

Noah's early limitations define much of its role. Its damaged state prevents access to most memories, including the full purpose of its mission and much of its original authority. Restoring its power initially requires stellar-scale energy, far beyond Earth's available resources. 601 675

When Noah Civilization emissaries arrive to repair Noah, Noah is separated from Li Chen and learns that the emissaries are coercing Li Chen into accepting an exploitative certification contract.
