Background
Earth Civilization formed the alliance after incorporating the Evil God Civilization of District Eight and the Iron-Blood and Massim Civilizations of District Nine. The integration required reconciling major differences in race, technology, culture, and biology; Li Chen delegated most of the process to commanders and department heads while concentrating the member civilizations’ leading scientists at headquarters. 1554
