Background / History
Li Chen ordered Noah to build the shelter after concluding that self-preservation was necessary to save humanity. Noah projected a detailed holographic map of the city, including roads, rivers, mountains, and old underground shelters. Li Chen chose a site beside a river because low-level zombies could not cross water. A burst of data briefly paralyzed global high-level defense networks, and a massive steel structure appeared underground. 1
The newly created shelter was technologically far beyond contemporary Earth civilization, but initially functioned as an understocked shell. Its damaged purification system, limited energy reserve, and total lack of weapons or supplies made expansion and production an immediate priority. 1
By the time survivors discovered it, the shelter presented little more than an electrically fenced surface compound with solar panels and generators; its actual body was a vast underground steel complex. Combat Teams equipped with armor, firearms, and artillery conducted regular rescue and hunting operations, while management Androids processed approved applicants at the entrance. 15
Following the Zombie Tide, Li Chen expanded the original shelter by constructing three connected, identical shelters designated B, C, and D. The expansion opened large-scale residency recruitment, and B Shelter developed production, breeding, and planting facilities capable of supporting all four shelters. 68 70 74
As its reach grew, the Star-Level Shelter became both a supplier and a political center. It armed and supplied affiliated shelters through exchange arrangements, drew survivors and experts from other provinces, and ultimately became the main refuge for survivors gathering in Dragon Country. 107 112 517 1001
Appearance
The shelter initially concealed its immense scale beneath an unremarkable surface perimeter. Its visible exterior was an empty fenced compound, while the main structure extended far below ground as an integrated metal fortress. 15
