Background / History

Kushina survived the Nine-Tails Night, while Minato Namikaze died after sealing the Nine-Tails into their infant son, Naruto. In the aftermath, Konoha portrayed Kushina as an incarnation of the Nine-Tails to pacify public anger, leaving civilians fearful of her despite Minato's sacrifice. 1 10

She accepted the Third Hokage's decision to publicize her existence because it indirectly protected Naruto. Konoha then relied on her to clear a backlog of S-Rank missions, turning her into a public symbol of the village's military strength while Danzō encouraged the degrading “Nine-Tailed Enchantress” reputation. 10 16

Distrusting the Hokage faction to safeguard Naruto, Kushina insisted that he study and live under Uchiha protection. This decision began her close political association with the Uchiha Clan, which viewed protecting Naruto as the safest alternative to allowing the Hokage faction to control her through him. 12 28

Kushina is intensely protective of Naruto and repeatedly puts his safety before political convenience. She placed him with the Uchiha rather than the Hokage faction, worried over his exposure to village prejudice, and initially tried to seal him when she believed the Nine-Tails had taken control of him.
