Background

Konoha was founded when the Senju and Uchiha clans joined forces to end the chaotic era and accept other ninja clans and commoners into a shared village. This founding partnership later became central to Uchiha Yoru’s challenge to the village’s established political order. 210 328

By the beginning of the novel, Konoha had endured the Third Shinobi War, which reached the Land of Fire itself and forced the village into a defensive war. Its losses were compounded by the Nine-Tails’ Rampage, which killed the Fourth Hokage and many ninja. 1 37 101

Hiruzen Sarutobi returned as Third immediately after the rampage. Under the pretext of reconstruction, the village redrew clan territories and forced the Uchiha Clan to relocate, citing suspicion surrounding the Nine-Tails’ Sharingan control. 1 4

History

Post-Rampage Recovery and Political Stagnation

Konoha initially sought to stabilize itself by restoring Hiruzen’s rule while relying on the Uchiha Clan’s border deployments to demonstrate goodwill. The Uchiha provided military support despite being monitored and politically isolated. 4 37

The Third’s faction opposed Orochimaru’s candidacy for Fifth Hokage because his support from the Uchiha and Hyuga clans threatened to redistribute the political and economic interests already held by the Sarutobi-aligned clans. Hiruzen instead tacitly accepted Shin’nosuke Sarutobi as a future successor. 37

Konoha’s major clans controlled substantial shares of the Land of Fire’s economy, including medicinal materials, military Ration Pills, intelligence, weapons, and Chakra Metal. Orochimaru described this arrangement as a “stagnant pool” in which the village’s benefits had already been divided. 84

Orochimaru’s Expulsion and Border Crisis

Orochimaru’s forbidden research was exposed, leading to his expulsion from Konoha. The resulting scandal damaged the village’s standing, created massive debts to noble houses through Root, and left Konoha without one of its strongest ninja. 120 121

Other villages and smaller nations exploited Konoha’s weakened state through border provocations, intelligence operations, and proxy attacks. A reinforcement legion of five hundred Konoha ninja was nearly wiped out by a force displaying techniques associated with the other four great villages. 121 153

Konoha responded by negotiating with Sunagakure. It reduced its share of high-rank missions from twenty percent to twelve percent in exchange for five years of Sand Village assistance in containing Iwagakure. 159

Conflict Between the Uchiha and the Hokage Faction

The divide between Konoha’s leadership and the Uchiha Clan widened after the assassination of Uchiha Fugaku. Uchiha Yoru succeeded him as clan head, awakened the Mangekyō Sharingan, and was classified by other villages as an S-rank, Kage-level threat. 217

The Konoha Military Police Force emerged as a rival political and military bloc under Yoru. Its supporters included the Uchiha Clan, Hyuga Branch Family, Aburame Clan, Orochimaru’s former subordinates, and recruited civilian ninja. 218 225

Hiruzen’s administration attempted to assign the Uchiha and Military Police Force to a separate long-term surveillance region within the Land of Fire. Yoru publicly interpreted the assignment as an attempt to isolate his faction and openly challenged the Hokage’s authority. 231

Martial Law and the Two Fifth Hokages

After the Nine-Tails rampaged within the Sarutobi compound, the Konoha Military Police Force seized control of the village. Anbu and Root elites disappeared, while Yoru placed Kakashi over Anbu and Shisui over Root. 243

Konoha entered martial law. Civilians and ninja were confined to their homes, unauthorized departures were treated as rogue-ninja activity, and the Military Police Force conscripted Chūnin into patrol and security units. 247

The village split into two political camps:

• Uchiha Yoru’s faction — Controlled the Military Police Force and Konoha’s Six Departments, and received recognition from the other great villages. 251 257

Ninja Hierarchy

Under Yoru’s Military Police administration, Konoha adopted an explicit hierarchy that placed ninja above civilians. Among ninja, Kekkei Genkai users ranked highest, followed by secret-technique users, clan ninja, and civilian ninja; civilian ninja who reached Jōnin could receive treatment equal to bloodline users. 222

Konoha–Kirigakure Integration
