Background / History
Garp became a celebrated Marine hero after joining Gol D. Roger against the Rocks Pirates at God Valley. Witnessing the Celestial Dragons' and World Government's darker side there left him deeply dissatisfied with the justice upheld by both institutions; he repeatedly refused promotion as a result. 1 7
Fleet Admiral Kong later ordered him to escort Saint Figarland Shaya. Garp initially rejected both the mission and another offer of promotion, openly refusing to serve Celestial Dragons. He accepted the escort only after Shaya's claim that the World Government had found Roger's location. 7 8
During the voyage, Garp repeatedly abandoned the warship's immediate escort to rescue civilians targeted by pirates. He crushed pirate crews in the South Blue and captured all 327 pirates attacking a merchant vessel, including Brian Rhodes, the “Admiral of the South Blue.” 9 10 Although Shaya turned Garp's captives into slaves, Garp noted that Shaya actively supported his anti-pirate operations and began viewing him as unlike other Celestial Dragons. 9
At Baterilla Island, Garp detected Roger through Observation Haki and rushed to confront him. Shaya eventually arranged for Roger to be publicly arrested by Garp, giving the Marines the prestige of capturing the Pirate King while allowing Roger's family to remain protected.
