Major operations

Ohara incident

The Government treated Void Century research as a capital threat. After intercepting an Ohara archaeological ship, Shaya brought the matter to the Five Elders, who approved a Buster Call; Shaya then took personal control of the operation 53 54.

Ohara’s scholars were frozen or detained, their research was confiscated, and the Government publicly reframed the island as a monopoly that stole and destroyed knowledge from the world 57 58.

Flevance operation

The Government ordered children from Flevance transferred to Mary Geoise years before the public crisis escalated 80. CP0 agent Joseph impersonated the king, killed the real royal family, framed Ginny for the murder, and redirected public anger toward the Revolutionary Army 80.

The Government then promised treatment for Flevance’s children while only extending adults’ lives, securing the population’s gratitude amid the poisoning scandal 80.

Revolutionary Army infiltration

Shaya covertly funded Dragon’s Revolutionary Army with 10 billion Beli, weapons, technology, and an advanced Government warship equipped with a tracking device 82. His objective was to redirect revolutionary pressure from the Government toward the world’s monarchies 82.

CP0 agents infiltrated the Revolutionary Army at multiple levels, with numerous apparent grassroots talents later revealed to be Government operatives 143.

Direct rule of Goa Kingdom

After the Goa Kingdom’s king ordered the burning of its Garbage Disposal Site, Government agents and Shaya intervened, removed him from power, and converted the kingdom into a directly administered Government city 129 130.

Goa’s citizens were exempted from Heavenly Gold, while Shaya became its effective ruler and the former king was reassigned to Mary Geoise 130.

Fish-Man Island relocation

The Government negotiated Fish-Man Island’s movement to the surface through its alliance with the Ryugu Kingdom. Admiral Issho used his gravity power to raise the entire island to sea level, allowing Fish-Men and Merfolk to experience sunlight and surface life 155 156.

War against Whitebeard

The Government formally declared war on the Whitebeard Pirates, mobilizing the Navy, Army, Air Force, CP0, and Shichibukai under Shaya’s leadership 144 145.

Whitebeard was ultimately defeated by the three great marshals—Sengoku, Zephyr, and Garp—ending his era and demonstrating the expanded Government’s ability to eliminate an Emperor-level force 151.

Conflict with the Five Elders

Following the Whitebeard campaign, the Five Elders attempted to force Shaya to reduce the military, fearing that the Army and Air Force had become personal instruments of the Figarland family 151 152.

Although the Elders retained nominal authority, Shaya’s officers controlled the Government’s real military power, leaving the Five Elders politically sidelined 159.

Final battle

Garp’s attack on the Five Elders’ conference hall initiated open conflict between Shaya’s faction and the old Government leadership 175. Shaya ultimately defeated Imu, the Five Elders, and the Divine Knights, ending their control over the World Government 176.
