Background / History

Fire Moth was established after the First Great Honkai to gather talent from around the world for the fight against Honkai. Though technically subordinate to the United Nations, it operates with substantial support from the Mu Continent and remains distinct from that nation’s own anti-@@REF_ENTITY_13354016@@ institutions. 355 357

Dr. Mobius was involved in Fire Moth’s founding but was later excluded from its center of power. Before the Fourth Great Honkai, she secretly initiated the Fusion Warrior Project and created Xila, laying the groundwork for the organization’s later reliance on enhanced combatants. 357 358

The organization’s importance grew sharply after the Seventh Herrscher incident and the development of Fusion Warriors. It later defeated or handled the first eight Herrscher incidents with established Fusion Warrior squads, while the Mu Continent increasingly sought to establish its own independent research and combat capability. 355 360

By the time of the Seventh Herrscher’s defeat, Fire Moth’s Council had consolidated into three broad factions: Mobius’s research-oriented side, Mei’s side, and Lionel’s military faction. 307

Headquarters and branches

• Fire Moth headquarters functions on the scale of a small city, with more than 300,000 permanent personnel including warriors, researchers, management staff, and their families. 137
• Its facilities include specialized laboratories, research institutes, combat-training areas with holographic simulation systems, family quarters, and the Spiral Workshop. 137 248
• The Third Research Institute became a major base for World Serpent activity after Admil became its director. 317
• Fire Moth maintains overseas branches and rapidly dispatches nearby personnel when Honkai Energy concentrations are detected. 93

Secrecy and recruitment

Fire Moth handles highly classified information and enforces strict internal control. Personnel recruited under secrecy clauses cannot freely leave the organization. 1 156

Recruitment methods vary according to circumstance:

• Qualified civilians may become formal warriors after assessment and field experience. 66 73
• Exceptional intruders or criminals may be offered a choice between detention and joining Fire Moth. 85
• Hackers, researchers, and other specialists have been brought into the organization for their useful skills, sometimes after infiltrating its systems. 112 196

Operations

Honkai response

Fire Moth monitors Honkai Energy and dispatches investigation teams as soon as abnormal concentrations are detected. However, sudden outbreaks can occur faster than its forecasts and reinforcements can arrive. 93

Its standard operations include:

• Investigating Honkai outbreaks and energy anomalies.
• Eliminating Honkai Beasts and Herrschers.
• Recovering contaminated data, Herrscher cores, and experimental materials.
• Conducting evacuations and containment after combat. 93 167 235
• Infiltrating hostile organizations through false identities before larger forces conduct suppression operations. 160 167

Fire Moth initially operates without broad public recognition, limiting its ability to use force against civilians or openly guard cities without causing panic. 83 162

Research

Fire Moth’s research focuses primarily on methods of fighting Honkai, including Honkai Energy analysis, Fusion Warrior surgery, Divine Key development, and anti-@@REF_ENTITY_13354016@@ weapons. 18 235 400

The organization’s research has also been controversial:

• Honkai Energy corrosion treatment has consumed major resources with little progress. 127
• The Fusion Warrior Project produces vital combatants but carries severe physical risks and ethical concerns. 8 282
• Some researchers have pursued artificial Herrscher experiments, producing no survivors in at least one inspected project. 191
• The Third Research Institute constructed the Heavenly Thunder Aegis Zeus, a God-Slaying Weapon intended for use against Finality. 400

Fusion Warrior forces

Fusion Warriors form Fire Moth’s primary high-end combat strength. Their creation allowed humanity to resist Herrschers that ordinary soldiers could not reliably confront. 358

• Fallen Angel Squad — Feng’s elite Fusion Warrior squad. Its members received unusually high authority and could attend high-level meetings for a period. 5 127
• Thirteen Fallen Angels — The Fallen Angel group is described as a collection of extraordinarily dangerous but effective combatants. 118 154
• Fire Moths — An elite squad expected to take the lead in a potential decisive battle against Honkai. 441
• Poison Pupa — A covert assassination unit composed of convicted criminals offered amnesty in exchange for dangerous missions; it later lost its purpose as Fusion Warriors became more numerous and was eliminated by Qianjie. 118

Internal Politics

Fire Moth’s combat achievements have made it indispensable, but its expanding authority has also brought conflict with governments, military institutions, and its own Council. 235 355

The Mu Continent’s King deliberately opposed allowing Fire Moth to become the sole authority on Honkai affairs, fearing that a monopoly on anti-@@REF_ENTITY_13354016@@ power could be abused. 235 355 This distrust intensified as Fire Moth’s Fusion Warriors repeatedly achieved results the Mu Continent could not match. 355

Conflict also developed between ordinary personnel and Fusion Warriors, whose strength, unusual abilities, and lack of conventional control made them objects of fear within the organization. 341 343

World Serpent

World Serpent is a shadow organization embedded within Fire Moth rather than a wholly separate force. It was created before the Fourth Great Honkai and pursues research that even Fire Moth would not openly conduct, with the stated ultimate aim of defeating Honkai. 207 357

• It recruits capable researchers rejected or marginalized by conventional institutions. 207
• Its known or suspected senior members include Mobius, Admil, Vill-V, and possibly Rovoc. 357
• It controls military resources, weapons development, and scientific research through its connections inside Fire Moth. 357
• Its influence became extensive enough that the Mu Continent considered direct action too risky, fearing that weakening Fire Moth before a Herrscher outbreak would endanger humanity. 357
