Background / History
The Emperor begins recovering the twenty lost creations he seeks to reclaim alongside the galaxy. By his reunion with Mors, he has retrieved Horus Lupercal, identified as Number Sixteen. 54
On Olympia, he recognizes Peturabo as one of his Primarch sons and recruits him to the Imperium’s cause. He praises Olympia’s peace, construction, and intellectual progress, then presents the Great Crusade as a perilous effort to lead humanity forward. 58
Although he initially created the Primarchs as tools, weapons, and instruments of war, he comes to acknowledge them as his offspring and accepts that he is also their father. 105 269 He requires returning Primarchs to swear loyalty to humanity and the Imperium at the Astathat tower on Terra, though the procedure is applied flexibly to keep the Crusade moving. 224
