Background / History

A Cosmos can have only one Cosmos Ruler. The position stands above Sage, and its holder is regarded as the supreme authority of the entire Cosmos. Cosmos Rulers are exceptional prodigies even before attaining their office, capable of fighting above their cultivation realm. Consequently, overthrowing one normally requires a Sage with extraordinary strength or an alliance formed under extreme circumstances. 768

One former ruler stated that he had overthrown his predecessor only because the prior ruler's cruelty drove nearly eighty percent of the Cosmos's Sages to unite against it. As the strongest survivor of that coalition, he became the new ruler. 768

A ruler's death produces the Universe Order, a token containing source laws and representing the office. Only a Saint can fuse with the order and become the next Cosmos Ruler. Changes of ruler are commonly accompanied by the extermination of the previous ruler's race unless both rulers share the same race. 917 918

Appearance

Cosmos Rulers have no fixed appearance, as they come from different races and Cosmoses.

Control of Cosmic Laws

A Cosmos Ruler can govern the laws within their own Cosmos, making them vastly stronger than ordinary Saints.

• Their attacks carry the pressure and rules of the entire Cosmos. 913
• They can directly negate attacks by altering or erasing the laws underpinning them. 915
• Power derived from beyond the Cosmos, such as Song Zhong's Spatial Power, is more difficult for them to control or suppress. 913 915

• Lightning Dao Cosmos Ruler — A deceased ruler whose tomb and inheritance were designed for a successor with sufficient Lightning Power. He had overthrown a cruel predecessor with the aid of most of his Cosmos's Sages, but was later killed by Blood Beasts from outside his Cosmos. 767 768
• Ruler of Song Zhong's original Cosmos — Perceives Song Zhong as a threat, threatens the Human Great Thousand World, and issues an order allowing cultivators to kill humans. He is ultimately killed by Song Zhong. 860 862 916
• White Nether Ruler — Formerly White Nether Saint. He becomes the new ruler after fusing with the Universe Order passed to him by Song Zhong. 918 919

Cosmos Ruler's Tomb and Legacy

Song Zhong discovers the tomb of a deceased Lightning Dao Cosmos Ruler. The ruler's remnant soul explains the singular nature of the office, the difficulty of overthrowing a ruler, and the circumstances of his own succession. He leaves Song Zhong his Lightning Dao, Dao comprehension, magical artifacts, memories, and a special blade capable of bypassing inter-Cosmos restrictions. 758 768 769

Conflict with Song Zhong's Original Cosmos

Song Zhong's original Cosmos Ruler identifies him as a potential danger and moves to destroy the Human Great Thousand World. When the Saint of Ceasing War intervenes, the ruler retreats and authorizes a Cosmos-wide hunt against humanity. 860 861 862

The Eighty-One Universes

The ruler of the Eighty-One Universes offers Song Zhong refuge, arguing that Song Zhong's original ruler will eventually kill him. He initially welcomes Song Zhong's talent, but later tries to stop him from leaving with the Human Race and attacks him to seize his Heavenly Grade Immortal Artifact. 866 911 913

Song Zhong returns to challenge this ruler directly. After their exchanges of law-based attacks, artifacts, Lightning, Spatial Power, and Yin-Yang Energy, Song Zhong cuts the ruler in two and refines his escaping remnant soul within the Funeral Bell. 915 916

White Nether Ruler's Ascension

After killing the ruler of the Eighty-One Universes, Song Zhong obtains the Universe Order but cannot use it because he is not yet a Saint. White Nether Saint accepts the order and ascends as White Nether Ruler, allowing the Human Great Thousand World to be moved to the center of the Cosmos and merged with the former ruler's world. 917 918 919

Inter-Cosmos Wars

Cosmos Rulers serve as the decisive powers in wars between universes. The rulers of the 1463rd and 1465th Universes lead their cultivators against Song Zhong's forces, while White Nether Ruler fights alongside Song Zhong's avatars and Human Saints. 943 945 947

Later conflicts demonstrate that rulers can be defeated or killed when faced with Song Zhong's overwhelming power. Song Zhong kills multiple Cosmos Rulers during the final large-scale conflict, while another ruler is slain after attempting to block his lightning. 1053 1068 1073
