History

Hiruzen Sarutobi’s Administration

Konoha initially operated under Third Hokage Hiruzen Sarutobi, whose public image as a kind and impartial leader retained the trust of many villagers despite corruption within the village leadership 11 12. The village’s senior leadership included Hiruzen, Shimura Danzo, and advisors Utatane Koharu and Mitokado Homura, while major clans participated in high-level decisions 48.

The Uchiha Police Force was deliberately separated from Konoha’s political center. Tobirama Senju later stated that the force and the Uchiha clan’s relocation to the outskirts had been intended to isolate the clan and turn villagers and ninja against it 108 114.

Under Hiruzen, Konoha accepted a humiliating treaty with Kumogakure, ceding major interests to end external pressure while redirecting attention toward the Uchiha clan 48. The village later faced further internal strain when the Hyuga clan was pressured to sacrifice Hizashi Hyuga following Kumogakure’s attempted theft of the Byakugan 50 52.

Uchiha Takeover

The conflict between the Uchiha and Konoha’s leadership escalated into open fighting around the Hokage Building. Uchiha Qianyu’s Police Force advanced from the Uchiha district toward Konoha’s core after defeating Uchiha Itachi, repelling the Masked Man, killing Mitokado Homura, and destroying the Shimura clan 108.

The battle devastated the Hokage Building and surrounding streets. Qianyu’s Susanoo withstood Jiraiya and the Toad Sages’ strongest attacks, while the former Hokage Building collapsed during the clash 112. Hiruzen, Koharu, and surviving officials were captured after the Sarutobi clan and Anbu lost their will to resist 119.

Qianyu reorganized village security, publicly investigated Hiruzen’s crimes, and executed him at the ruins of the Hokage Building. He then became Konoha’s new Hokage 121 123.

Governance

Hokage Council

Following Qianyu’s succession, Konoha’s highest governing body remained the Hokage Council.

Position Officeholder / Function
Hokage Uchiha Qianyu, who presided over the council and retained final authority 123
Police Force Captain Fugaku Uchiha 123
Anbu Captain Kakashi Hatake 123
Strategic adviser Shikaku Nara 123

After Qianyu unified the ninja world, Fugaku handled Land of Fire affairs as its de facto Daimyo, while Kakashi managed Konoha’s internal affairs as its de facto Hokage 218.

Clan Assignments

Qianyu redistributed security and administrative responsibilities among Konoha’s major clans.

Group Assigned responsibility
Uchiha clan / Police Force Internal patrols and village defense 121
Hyuga clan Reconnaissance and espionage 121 123
Nara clan Strategy and command 121 123
Yamanaka clan Intelligence analysis and review 121 123
Akimichi clan Defense and guarding 121 123
Aburame clan Anbu and covert missions 123
Inuzuka clan Espionage, reconnaissance, patrol, and combat support 123
Torture Department Independent interrogation service led by Ibiki Morino 123

Reforms

  • Qianyu replaced the village’s unclear and disorderly legal environment with strict laws, penalties, and a system focused on public order 132 198.
  • The orphanage was reformed under Yakushi Nonō to educate children as Konoha’s future generation 132.
  • The Ninja Academy stopped promoting the former “Will of Fire” indoctrination and instead emphasized law, morality, and public order 132.
  • Police Force recruitment was opened beyond the Uchiha clan; Kakashi had previously served as a Police Force squad captain despite not being an Uchiha 121.
  • Konoha later prohibited children from being sent to battlefields and established a minimum Chunin Exam age of twelve 218 219.
  • The Hyuga Main Family–Branch Family system and the Caged Bird Seal were abolished, ending the clan’s hereditary hierarchy 223.

Society and Development

Konoha became notably more orderly and prosperous after Qianyu’s takeover. Tsunade observed that the village was more stable, lively, and peaceful than she remembered, with criminals and street violence largely absent 198.

After the ninja world’s unification, Konoha expanded to more than ten times its former size to host the revived Chunin Exams. Nearly two thousand Genin from major and minor villages participated, while spectators viewed much of the Forest of Death through live broadcasts 219.

Konoha also became a symbol of human and Tailed Beast coexistence. Tailed Beasts attended the Chunin Exams as spectators alongside humans, while Kurama remained with Naruto by choice 220.

Trivia

  • Hiruzen Sarutobi’s public execution at the ruins of the Hokage Building was described as unprecedented in Konoha and likely the wider ninja world 123.
  • Under Qianyu’s later rule, Konoha helped pioneer a civilization that combined chakra, ninjutsu, science, electrification, information systems, and interstellar travel 218 257.
