Divine Temples spread techniques throughout the realm, while officeholding granted access to spells, cultivation progress, lifespan, and breakthroughs 2 82.
Its founding era also pursued mass enlightenment. The Grand Ancestor approved Duke of Zhou's proposal to use the Great Dream Spring and Autumn technique and the One Dream World treasure to teach people through dreams; the later Cloud Dream Academy originated from the Great Dream Academy of the Da Li Dynasty 3.
Jing and Wu Emperor Eras
The Jing Emperor intensified administrative discipline, requiring county institutions to resolve minor, medium, and major matters within five, seven, and ten days respectively. His policies created a culture of bureaucratic competition across the nineteen provinces 5.
Following the Jing Emperor's death, Ji Che ascended as the Wu Emperor and began a broad reorganization of court offices, ranks, titles, and the Ministry of Agriculture 329. Under his rule, Great Zhou launched the Pacifying Barbarians War with fifty million troops and later established Southern You Prefecture as its forward administrative and military base 363 365.

Ji Che, Zhao Xing, and other key officials deposited treasures and Establish Dao grand aspirations for future generations, while Ji Chen remained behind to guard Great Zhou's former homeland as it collapsed from view 372.
The Wu Emperor renamed the new era Supreme Beginning. With its population concentrated in only a few prefectures, Great Zhou placed many experts into hibernation, imposed rationing, centralized Spiritual Qi resources into planting zones, and entered a planned agricultural recovery period under Zhao Xing's guidance 374.
Interstellar Development
In the Origin Sea Ancient Kingdom, Great Zhou initially faced residency restrictions and the cost of sustaining a large population in high-Spiritual-Qi territory. The Purple Moon Mansion later registered Great Zhou's people as official citizens and provided a World Star residence with a Spiritual Qi index of 20 for ten thousand years 377 378 399.
Great Zhou expanded through the Annihilating Star Ancient Road. After acquiring its developed areas and infrastructure, it attracted large numbers of guest officials and cultivators; within forty-eight years of the Annihilating Star Dharma Assembly, it had thirty-four native Reincarnation Realm experts 500 503. At a later point, ownership of the road returned to the Empire, though the Great Zhou Star System had already formed around the route and its surrounding territories 538.
