Family Legacy and Early Ambitions

Yagura’s father served in the Second Mizukage’s Shadow Guard. Yagura hopes to follow that path, strengthen his clan, and eventually become Mizukage. Recognizing Seiji as the likely Fourth Mizukage, he sets his sights on competing for the Fifth position instead 30.

Although Yagura calls Seiji his older brother, the two are the same age and are later explicitly described as sworn brothers. Their fathers’ connection to the Second Mizukage’s guard becomes a point of shared history 30 526.

Hoshigakure Mission

During the operation against Hoshigakure, Yagura attacks its negotiating shinobi and tests their Peacock Method without allowing his companions to interfere. His Wind Release destroys their chakra beasts, while a combined wind-and-water vortex kills the remaining attackers 92.

Against Black Star’s fused chakra dragon, he substitutes a Water Clone and turns its dispersed water into a constricting Water Whip. The dragon’s formation from five people’s chakra makes it substantially harder to crush than an ordinary chakra beast 94.

Defeat by Madara

Yagura intervenes during Madara Uchiha’s confrontation with Third Mizukage Hyou but is defeated almost immediately. His later recollection emphasizes that Madara overcame him with a single glance, while Seiji successfully fought the legendary shinobi and rescued Hyou 126 158.

Becoming Isobu’s Host

During his battle with Otsutsuki Koshiki, Yagura underestimates Gentle Fist and allows an attack to penetrate his cloak. Facing a fatal threat, he enters his inner sealing space, where Isobu offers to become his partner 183 184.

Personality

Yagura is ambitious and strongly motivated by comparison with Seiji. His defeat by Madara and his observation of Seiji subduing the Three-Tails expose the gap between them, but he resolves to keep training rather than abandon the pursuit 158 160.

His pride frequently produces comedy within his family circle. He tries to preserve his image after losing a spar against the Seven Ninja Swordsmen, fears Chino’s anger when she discovers the concealed jinchuriki plan, and becomes boastful enough after the Sunagakure campaign to ignore Isobu’s warning about provoking Seiji 157 236 526.

In warfare, he is ruthless but practical. He captures Karura alive to use against Rasa and orders treatment for her injuries. After nearly killing Minato, he likewise permits an attempt at treatment without insisting that the prisoner survive 427 523.

As Mizukage Assistant, Yagura commands the assault from Angkor Fortress. Chakra Cannons breach the village barrier, while his water attacks provide a route for Hidden Mist troops to enter and coordinate with Fuguki’s ground forces 416 420 422.

He defeats Karura, seals her, and preserves her as a hostage against Fourth Kazekage Rasa. After learning that Konoha may intervene, he orders the conquest accelerated so Kirigakure can focus on the returning enemy army 427 428.

Defeat of Konoha’s Reinforcements

Yagura engages Minato and the reinforcing Konoha group while deliberately withholding his complete transformation. He breaks Shikaku’s shadow restraint and injures Jiraiya so severely that the Sannin loses his left arm 519 520 522.

With Shinji’s barrier disabling Flying Thunder God, Yagura probes Minato’s Body Flicker movements and then overwhelms him with a specially calculated Tailed Beast Ball. Minato survives with catastrophic injuries and is taken prisoner 522 523.
