Seiji became Mizukage, strengthened Kirigakure, defeated Madara, and confronted threats including Shennong, Mouryou, and Urashiki. After Urashiki escaped, Seiji agreed to send Genin to the Joint Chunin Exams in Konoha and began considering Hiruzen’s intentions.

Arc 9Seiji Becomes Mizukage

Seiji defeated Kira Uchiha, helped end Kaguya Musashi’s rebellion, and became Kirigakure’s Fourth Mizukage as the Great Shinobi War drew to a close. After Konoha and Iwagakure signed a peace treaty, Hyou handed Seiji authority over Kirigakure.

  • Seiji killed Kira Uchiha after overcoming his Mangekyō Sharingan and Susanoo, then took his eyes and returned to Kirigakure.
  • Seiji and Hyou ended Kaguya Musashi’s coup, while Seiji captured part of Black Zetsu and turned Musashi into a controlled puppet tasked with searching for Madara Uchiha.
  • Seiji won Lord Water’s approval as Fourth Mizukage after Hyou presented his accomplishments, and Kirigakure continued reforms that included training Kisame Hoshigaki and Mei Terumi.
  • Tsunade created an antidote that helped Konoha defeat Sunagakure, but Dan Katō’s death and Nawaki Senju’s death left her with hemophobia.

Arc 10Seiji’s Rise and Madara’s Fall

Seiji became the Fourth Mizukage, strengthened Kirigakure, and selected Mei Terumi as the Six-Tails’ jinchuriki. He left the village to confront Madara Uchiha, defeated him after a prolonged battle, and returned to Kirigakure with Madara’s and Tobi’s corpses.

  • Hyou inaugurated Seiji as the Fourth Mizukage on July 1, and Seiji pledged to lead Kirigakure into a new era.
  • Seiji chose Mei Terumi to become the Six-Tails’ jinchuriki after Kisame Hoshigaki proved compatible, then transferred Saiken into her.
  • Seiji reorganized Kirigakure’s administration into nine departments, appointed their leaders, and placed the Seven Ninja Swordsmen under the Defense Department.
  • Seiji tracked Madara Uchiha to his base and fought him across the Land of Frost, escalating the battle with Tenseigan Chakra Mode and his Truth-Seeking Orbs.

Arc 11Graduates and Hidden Threats

Seiji oversaw the Trio’s graduation and sent them with Tenshin to recruit Kakuzu, while Kirigakure prepared to exploit Danzō’s plan against Hatake Sakumo. Meanwhile, the Seven Ninja Swordsmen confronted Shennong, who overwhelmed Fuguki and left the fight unresolved.

  • Seiji’s corpse plan failed when Madara revived himself with a prepared Izanagi, then escaped to a new base and began searching for a successor.
  • Three years later, Seiji assessed Yahiko, Nagato, and Konan in combat, then graduated them as Genin and assigned them to Otsutsuki Tenshin.
  • Seiji helped Otsutsuki Gara through a difficult pregnancy, while Urashiki secretly traveled toward the Ninja World to investigate Kaguya’s aura.

Arc 12Mouryou and Urashiki

Seiji secured Shennong and watched Hatake Sakumo fall victim to Shimura Danzō’s scheme, then destroyed Mouryou and prepared for Urashiki Otsutsuki’s arrival. After confronting Urashiki on the moon, Seiji accepted Hiruzen Sarutobi’s invitation to send Genin to the Joint Chunin Exams and attend their third round in Konoha.

  • Suikazan Fuguki and the Seven Ninja Swordsmen of the Mist exhausted Shennong’s Dark Chakra, allowing Uzumaki Shinji to capture him and Seiji to turn him into a loyal subordinate.
  • Shimura Danzō’s false intelligence led Hatake Sakumo into a trap, and Danzō’s rumors helped drive Sakumo to end his life after returning to Konoha.
