Background and History
Dr. Gero modified 18 and her brother, Android 17, using human bodies and cellular nanobots. Android 21 also contributed to their creation, though 18 has no memory of her: she was unconscious during 21's work 523 786 787. When Gero awakens the siblings to fight Son Goku, 17 takes his controller and kills him. They consider Gero's mission a way to pass the time rather than an obligation 491 495.
18 defeats Vegeta when Son Goku's group confronts the androids. After encountering the much stronger Mels, she and 17 postpone their plan. Xiaya later warns them that another of Gero's creations poses a greater danger than Goku 492 495. That danger is Cell, who seeks to absorb both siblings; he eventually absorbs 18 and reaches his perfect form 499 501.
Later called Lazuli by Xiaya's group, 18 trains and repeatedly spars with Zanja 564. Xiaya takes her to another world to find its Android 18 as a possible route to greater strength 584 590. There, 18 kills that world's Dr. Gero, meets her counterpart, and chooses to fuse with her. After becoming Super 18, she awakens that world's 17 and 16, urges 17 to train, and leaves Earth with Xiaya 596 597.
18 subsequently wins a World Martial Arts Tournament by defeating Mr. Satan in the final. After proving she can overpower the newly ascended Super Saiyan God Xiling in sustained combat, she is named to the Tournament of Power roster and presses 17 to participate as well 635 750 836.

Training brings out her competitive side: she wants to keep improving alongside Xiaya, Xiling, and Mels 584. She is also blunt and willing to bargain, arranging a staged finish with Mr. Satan for an extra payment and threatening 17's farm animals when he resists joining the Tournament of Power 635 836.
