Background / History
Garp was present at Gol D. Roger's execution in Loguetown. He ordered the execution when the situation threatened to spiral out of control, then confronted Mo Xingchen after noticing his interest in Roger's alleged treasure. Judging Mo Xingchen's potential, he invited him to join the Marines. 3
