History

Founding and Early Mission

Tens of thousands of years earlier, the first Angel God founded a Spirit Master organization to lead continent-wide campaigns against Evil Spirit Masters. Centuries of praise supplied the faith through which she attained godhood. Spirit Hall continued this mission, and the Two Great Empires helped fund its subsidies because its campaigns provided a safer environment for their rule 413.

A buried city's murals depict Spirit Hall's Divine Ancestor fighting an unidentified dark-aura expert. Their battle engulfed the city in sand, but the murals do not establish the opponent's identity or fate 338.

Bibi Dong's Administration

As Bibi Dong accumulated power, relations between Papal Hall and Worship Hall deteriorated. Their rivalry extended to talent recruitment and academy life: descendants of the two factions largely avoided one another, while Bibi Dong repeatedly tried to recruit Wu Qi away from Worship Hall 8.

Spirit Hall's campaigns inflicted devastating losses on the Clear Sky Sect's affiliated clans and killed an elder covering the sect's retreat. Later, its attack on the Blue Lightning Tyrant Dragon Clan killed Yu Yuanzhen and almost the entire clan. Yu Tianheng's account identifies Thousand Jun and Subduing Demon Douluo, Chrysanthemum and Ghost Douluo, and nearly twenty Soul Douluo as the attacking force 294 387.

Local corruption also damaged the organization's reputation. In Gengxin City, Bishop Myers imposed exploitative taxes on businesses. The lack of oversight and advancement opportunities allowed officials like him to become entrenched 427 429.

Wu Qi's Rise and Succession

Spirit Hall recruited Wu Qi after discovering his Innate Full Soul Power. Azure Luan Douluo prevented Ghost Douluo from taking him to Bibi Dong and became his master, placing him within Worship Hall's faction 2 4.

As an elder, Wu Qi secured the Blacksmiths' Association before Tang San could recruit it. More than eighty percent of its blacksmiths joined Spirit Hall; those who declined received one hundred Gold Soul Coins in severance pay 429 434.

Bibi Dong voluntarily abdicated, and Wu Qi became Pope. His Worship Hall backing and allies within Papal Hall brought the upper ranks into alignment, ending the previous factional deadlock 550 563.

Reform and Continental Expansion

Wu Qi reorganized official administration, introduced oversight measures, and established banking, newspaper, and Soul Tool institutions. These changes substantially improved Spirit Hall's standing among commoners and lower-ranked Spirit Masters, making its opponents increasingly dependent on defeating its leadership through overwhelming force 564 571 578 590.

After attacking Sea God Island, Wu Qi announced a plan to replace the empires with a unified federation headed by a Grand President elected every ten years. Dai Weisi accepted the proposal after witnessing Spirit Hall's divine strength. Qian Daoliu subsequently led its forces against Star Luo City, where Spirit Hall's three Deities overwhelmed Tang San and Tang Chen was beheaded 599 617 623 625.

Organization and Leadership

Institution Function and Authority
Pope / Papal Hall The Pope is the acknowledged spiritual leader of the Spirit Master world. Papal Hall handles central official affairs 550 564.
Worship Hall Houses the senior worshippers. Its experts are stronger than ordinary elders and provide Wu Qi's principal institutional backing 563.
Elder Hall Contains ranked elders. Cabinet appointments grant political influence without changing an elder's position in its hierarchy 564.
Cabinet Answers directly to Wu Qi and serves as Papal Hall's political core, second only to the Pope. Reviews branch memorials and decides routine affairs; major matters go to the Pope 564.
Hall of Judgment Created as an oversight body to investigate abuses by officials at every level 549 564.
Regional Branch Halls Provide local services, recruit talent, submit reports, and support intelligence work. Branches extend throughout the continent 19 394 564.

Cabinet Appointments

  • Snake Lance Douluo / Serpent Spear Elder — Chief Cabinet Elder; his opinion prevails in serious disagreements unless the matter requires the Pope's intervention 564.
  • Porcupine Douluo — Second Cabinet Elder 564.
  • Hu Liena and the other two members of her trio — Assist the Cabinet Elders with official affairs 564.
  • Appointment rationale — Snake Lance and Porcupine Douluo had spent years protecting Qian Renxue away from Elder Hall, leaving them with fewer connections through which to form private-interest cliques 564.

Papal Orders

  • A Papal Order can compel recognition from Spirit Hall personnel and grant access to Papal Hall 194 216.
  • Its authority does not automatically extend to the Heaven Dou Empire 194.
  • Yu Xiaogang's misuse became a continent-wide scandal, prompting Spirit Hall to announce a redesign 419.

Services and Institutions

Awakening, Subsidies, and Recruitment

  • Free Martial Soul awakening is official policy. Bishop Pix violated it by charging fees according to the Soul Power awakened 571.
  • Spirit Master subsidies and regular contact with ordinary families form an important source of recruitment and public support 564.
  • Commoner talent recruitment supplies many future elders; numerous senior officials began as ordinary Spirit Masters discovered through Spirit Hall's channels 567.
  • Spirit-hunting subsidies accompany later measures to protect commoner Spirit Masters seeking rings 590.

Spirit Hall Academy

  • Admits students according to talent rather than family background or Martial Soul type 363.
  • Includes junior and advanced divisions, with theoretical instruction and library study forming part of cultivation training 6 9.
  • Its competition team advances directly to the Spirit Master Competition finals 19.
  • The Golden Generation includes Hu Liena, Xie Yue, and Yan. Their nominations initially faced delays because of the Papal Hall–Worship Hall dispute 8.
  • The Soul Tool Department operates separately from the Martial Spirit Department; outsiders are forbidden from entering its teaching grounds 590.

Spirit Bank and Spirit Daily

Institution Documented Operations
Spirit Bank Initially piloted in three major cities. Provides deposits and withdrawals; its temporary Icebound Town office allows transactions of up to one thousand Gold Soul Coins 571 595.
Spirit Hunting Squad administration A special bank department registers squads, collects security deposits, and matches them with clients, replacing the previously unregulated trade 578.
Newspaper Office / Spirit Daily Publishes anti-corruption reports, bank regulations, and political material. Low distribution costs and Storage Soul Tools make the operation nearly profitable 571 590.

Soul Tool Development

  • Personnel and facilities: Lou Gao and Zhao Chenggong are prioritized in Wu Qi's technological program, which includes the Soul Tool Masters Association and academy department 563 595.

  • Partner access: The Seven Treasure Glazed Tile Sect receives ten training slots every two years 577.

  • Support-Type applications: Ninth-Rank offensive Soul Tools offer a means of increasing Support-Type Spirit Masters' independent combat strength 595.
  • Production limit: By the White Tiger Pass campaign, output is barely sufficient to equip one entire army 620.

Governance and Reforms

Official Accountability

  • Public supervision: Wu Qi declares that Spirit Hall's administration is open to criticism from all sectors of society and declines to punish people merely for raising doubts 562.
  • Rotation and advancement: The new official system gives branch leaders fixed terms and prospects for transfer and promotion. Vast Sea City's Hall Master becomes more diligent once advancement appears attainable 573.
  • Anti-corruption punishment: Bishop Pix and Xilu City's lord are executed during the reform campaign 571.
  • Selective enforcement: A senior elder who allowed subordinates to commit abuses in her name is spared. Wu Qi instead requires scapegoats to provide a public explanation and orders her to redeem herself through service 570.
