Spirit Hall operates across the continent through its Martial Soul Halls and is influential enough that its Heaven Dou branch, led by Bishop Salas, coordinates directly with Crown Prince Xue Qinghe 2. It accepts and cultivates exceptional talents; Wu Qi was taken in after awakening Innate Full Soul Power, though both the Papal Hall and Worship Hall sought to claim him 2.

During Bibi Dong's tenure, conflict between the Papal Hall and Worship Hall grew severe. Their descendants largely avoided one another at the academy, while Bibi Dong repeatedly attempted to recruit Wu Qi away from the Worship Hall 8. This internal division was later resolved after Wu Qi became Pope, with the Worship Hall's superior strength securing stability among the upper ranks 563.

Spirit Hall's public standing deteriorated under Bibi Dong due to domineering conduct, inadequate oversight of branch bishops, and corruption among local officials 42 427. Figures such as Bishop Myers exploited Gengxin City's merchants through arbitrary taxes, while other branch halls became inefficient or hereditary sinecures 295 427.

Following Bibi Dong's abdication, Wu Qi became Pope and initiated broad administrative reforms. He defined Spirit Masters—not the institution itself—as Spirit Hall's foundation, arguing that its authority depended on protecting Spirit Masters' interests and serving the wider population 564.

Spirit Hall publicly presents itself as an opponent of Evil Spirit Masters and conducts operations against them to maintain order 42 341. It also manages dangerous areas such as Death Grand Canyon, which once served as an exile site for criminals; talented residents born there may be pardoned and brought back to the continent 9.

Its methods can be severe. Spirit Hall used the Desert Palace as bait to draw Lost Land exiles into conflict and control the region's population 342. It also dispatched forces for covert political operations, including a plan to assassinate Star Luo Prince Dai Weisi while framing the Clear Sky Sect 465.

Spirit Hall's military strength includes numerous Titled Douluo, Super Douluo, Soul Douluo experts, and organized Soul Master forces 387 599. Its later campaigns also employ advanced Soul Tool Cannons 624.
