Ming Jing sent the Police Department to seize control of the four other nations’ capitals, while Madara Uchiha devastated the Allied Shinobi Forces on the battlefield. Temari, Gaara, Naruto, and Ōnoki joined the fight against Madara, whose next clash with Naruto was left unresolved.

• Ming Jing divided the Police Department’s sixty thousand men among Hizashi Hyuga, Yagyu Masamune, Takuo Kurama, and Zuo Yang Kurama, ordering them to enter the four other nations’ capitals, impose order, introduce policies benefiting the people, and arrest corrupt officials and criminals.
