Background / History

Fugaku led the Uchiha during the clan’s forced relocation away from Konoha’s center. Although he recognized that the High-Level Meeting’s order could not be reversed, he waited for the clan’s radicals to vent before enforcing it, maintaining control over an increasingly angry membership. 20 21

As distrust of Konoha deepened, Fugaku covertly allowed the compensation protest led by Yashiro to proceed. He had positioned most elite Uchiha at the Military Police Force and treated the march as a calculated test of whether Konoha’s leadership merely distrusted the clan or intended to eliminate it. 55 Hiruzen’s generous compensation did not reassure him; instead, Fugaku interpreted it as evidence that the Hokage faction’s hostility had intensified. 57

His early relationship with Aozora was strained. Aozora openly accused him of repeatedly compromising the clan’s interests, and Fugaku ultimately admitted his failures rather than dismissing the criticism.
