Background / History

Founding

Konoha was founded at the end of the Warring States era by the Senju and Uchiha clans. Other clans—including the Sarutobi, Shimura, Hyuga, Yamanaka, and Nara—joined afterward. 227

The village's official historical account is contested. Aozora notes that Konoha History largely begins with Sarutobi Hiruzen's administration and gives little attention to either the First and Second Hokage eras or the village's founding, while clan records preserve the Senju–Uchiha alliance more directly. 79 227

Third Hokage Administration

By the time of Aozora's Ninja Academy graduation, Konoha had existed for forty-nine years and was still rebuilding from the Nine-Tails attack. Heavy ninja casualties created a personnel shortage, leading the Academy to relax its graduation requirement to possessing a skill in ninjutsu, taijutsu, or genjutsu. 1

Relations between the village leadership and the Uchiha Clan deteriorated during this period. The High Command monitored Aozora, restricted the Uchiha's role, and pressured other clans to choose sides amid growing political conflict. 52 59

Fifth Hokage Era

In Konoha Year 50, Iwagakure broke its treaty and invaded the Land of Fire. Fugaku led Konoha's Jonin in a successful surprise counterattack, restoring his battlefield reputation as “Fierce Eye Fugaku.” 338

Sarutobi Hiruzen subsequently died after losing control of his Earth Release Chakra. Fugaku succeeded him through an election and became Konoha's Fifth Hokage. 338

Under Fugaku, Konoha initially pursued stable development rather than expansion, honored existing treaties, and focused on internal reforms. 338

Governance and Institutions

Konoha Military Police Force

The Konoha Military Police Force is responsible for the village's public security and was historically led primarily by the Uchiha Clan. 227

Its later reorganization established the Flying Tigers as a special police unit and authorized recruitment of non-@@REF_ENTITY_5815145@@ shinobi. 132 The reforms improved public perceptions of the force; villagers credited it with dependable civilian assistance and protection during crises. 278 318

Six Departments Reforms

Fugaku sought Aozora's advice on governing after becoming Hokage. Aozora recommended preserving existing policies at first while gradually reforming the Administration, Medical, Education, ANBU, Interrogation, and Military Police departments. 291

• The Administration Department was proposed to award ninja points according to mission rank. 291
• The Medical Department was directed toward developing strength-enhancing medicines and generating revenue. 291
• The Education Department expanded Academy opportunities by allowing exceptional students to learn C-rank ninjutsu and by proposing nutritious school meals. 297
• Konoha later established non-ninja schools and added revised Will of Fire instruction, basic Medical Ninjutsu, basic Sealing Jutsu, and radio calisthenics to Academy education. 338

Sleeping Dragon Team

After Danzō's death, former Root members were placed under Aozora's authority in the Sleeping Dragon Team. They could either submit to the Intelligence Department's Mind-Reading Technique to prove loyalty or undergo gradual vetting through covert missions in the Land of Fire. 334

• Uchiha Clan — One of Konoha's two founding clans; its members maintained village security through the Military Police Force and fought on Konoha's front lines. 227
