Although Azmuth looked down on Ultimate Evolution, that was only because the function disrupted the natural development of living creatures, turning the Little Broken Watch entirely into a weapon for increasing destructive power. It went against his original intentions and could potentially cause the DNA within the watch to develop self-awareness.
Not because Ultimate Evolution was utterly useless.
Ben did intend to add the Ultimate Evolution function to the watch, but the "evolution" he had mastered was still very weak, and applying it to a machine was difficult for him.
