Welt first meets Li Ming while substituting for Professor Lieserl at the California Institute of Technology. He introduces himself as an academy professor, processes Li Ming’s paperwork, and later arranges for Li Ming to work in Einstein’s laboratory. 27 28 29

Type I Clone Incidents

When Type I Clones go out of control in California and Las Vegas, Welt refuses Tesla’s proposal to deploy the Alahato test unit, choosing to deal with both threats himself so that Alahato remains concealed. 29

During the California crisis, Welt constructs an aircraft, arrives above the city, and intercepts the missiles launched by Schicksal while Li Ming battles the clone below. He is impressed that Li Ming can contend with the entity despite being an ordinary human. 32

Welt later examines Type I Clones in Anti-Entropy’s training room, but their comparatively low output leaves the California clone’s abnormal power unexplained. 38

Monitoring and Recruiting Li Ming

Welt arranges a hospital examination for Li Ming after learning of his contact with the mutated clone. The results show 200 HW of Honkai Energy within Li Ming, incomplete traces of Schicksal serum treatment, and a risk that Li Ming could become a Herrscher. 39 40

After observing footage of Li Ming’s actions during a Honkai-influenced episode, Welt confronts him at the hospital. He reveals knowledge of Li Ming’s condition, offers him membership in [Alahato], and transports him to a secret facility for treatment. 42 43

Welt continues overseeing Li Ming’s missions and equipment; he and Tesla modify the White Star Exorcist Kai into a close-combat weapon. 48
