Sin City is a massive punk-themed, cyberpunk-wasteland metropolis built from irregular low-rise districts, scattered skyscrapers, elevated walkways, and tangled transport routes. Holographic projections and towering structures give its disorderly layout a sense of “frenzied freedom.” 4 20

Sin City Council
The Sin City Council functions as Sin City’s de facto ruling power, though its direct control is limited by gang influence and black-market networks. It is led by Chairman Rosas Carter, while the Council Speaker is an octopus-like alien. 20 52 70

- The Council suppresses the Pan-Human population and seeks to eradicate the Spark Gang because of conflicting interests. 18

Black Mech Gang
The Black Mech Gang was initially Sin City’s major neutral power, dealing with other factions primarily through trade. It controlled approximately 80% of the city’s equipment modification, mechanical work, and repair businesses, along with 40% of its weapons trade. 7 20
- Roughly one-third of the weapons across Frontier Prison Star were handcrafted by Black Mech Gang mechanics. 7
- Its leadership had not appeared publicly for decades, leaving its long-term activities unknown. 20

Spark Gang and Pan-Humans
The Spark Gang is the core Pan-Human faction operating around and within Sin City. Though unable to operate openly under its own certification, it secretly controls black markets, illicit shops, and several smaller gangs. 18 20
- Pan-Humans face severe danger within the city, particularly from the Council, Viper Gang, and Blade Armor Gang. 18 20
- The Spark Gang’s black-market networks provide an alternative route into the city and access to supplies, mechanical workshops, and information. 21 22
- After Jiang Xiao’s actions at Wicked Soul Market, the Spark Gang was able to enter the area and collect resources without resistance. 39

Sin City is defined by gang violence, prisoner exploitation, and constant competition for territory, weapons, and resources. Its criminal population includes numerous alien races, while Pan-Humans are frequently treated as prey or commodities by hostile factions. 20 26 35

History
Old Capital Battle Royale Broadcast
Sin City first appears while broadcasting the Old Capital deathmatch to its population. Kliffen’s taunting coverage provoked armed unrest, including multiple anti-tank rocket attacks on the Central TV Tower. 4
Jiang Xiao’s killing spree in the Old Capital soon made the city wary of the “Old Capital Killing God,” a Pan-Human hunter capable of rapidly killing martial artists. 10 13
Jiang Xiao’s Arrival
Jiang Xiao entered Sin City with Xi Ling and Bruce after obtaining access through the Spark Gang’s network. He entered the Yuanjin Black Market under a gray robe and began using its mechanical resources to develop his Mechanist profession. 20 21 22
His attack on a Mech Martial Gang direct market killed four Tier 2 martial artists, forty-one Tier 1 martial artists, and over four hundred gang members, publicly confirming that the Old Capital Killing God had entered Sin City. 27
Wicked Soul Market Conflict
The Viper Gang and Sin City Council moved to take control of Wicked Soul Market, a district previously within Black Mech Gang territory. The event marked a major escalation in the Council–Black Mech Gang conflict. 34 35 36
At the market’s opening, Jiang Xiao confronted and killed Gulab, the Viper Gang’s Tier 2 Peak deputy leader, in a battle broadcast across Sin City. The death forced the Viper Gang to temporarily avoid direct conflict with the Pan-Humans. 37 39
Kasar Street Block Assault
Jiang Xiao and Xi Guang launched a surprise offensive against the Council’s forces in Kasar Street Block. They defeated over twelve hundred alien combatants before engaging the Council’s mechanized reinforcements and Tier 2 elites. 43 44
The pair ultimately slaughtered thousands of aliens and devastated the Council army in the district. Signal interference prevented fifteen electromagnetic tanks from firing, with the Black Mech Gang suspected of causing the disruption. 45
Total War and Zerg Invasion
The Sin City Council formally declared the Black Mech Gang an enemy, ordering every gang leader to choose a side and ending the city’s remaining political neutrality. 52
After the Council activated a wave-inducing device, a Zerg swarm estimated at five to seven million advanced toward Sin City. The invasion plunged the metropolis into widespread chaos, with Zerg and prisoners killing one another throughout its districts. 65 66 75
During the crisis, the Black Mech Gang’s main base was reportedly flattened by a descending defense ship, while the same ship later targeted the Blade Armor Gang headquarters with its plasma cannons. 76
